People familiar with the developments said the state poll panel had been holding deliberations to make the election process more transparent and less time consuming. Digital processes also aim to reduce physical interfaces during the elections to be held amid Covid-19.
“There is a proposal to provide the ability to submit nominations both online and offline,” said an SEC official, on condition of anonymity.
To submit nominations online, candidates will need to go to designated portals and deposit the required fee via a digital challan and subsequently visit the teller’s office (RO) at a designated time, the sources said. The same system was adopted in the assembly polls recently concluded in Bihar.
Officials said that a proposal to vote for panchayat polls through EVM is also being considered by the state government and awaiting cabinet approval.
Another initiative that is being considered is generating electronic certificates soon after the results are declared so that they can be issued to the winning candidates. “All the proposals are being weighed and will be implemented in stages,” said another SEC official.
The preliminary publication of the updated lists for the panchayat polls would be made on January 19 and the final publication of the lists would be made on February 19 after the disposition of claims and objections.
Officials said the updated voter list would be put online and voters could download it and also search for their names using various apps. “The entire voter list is being digitized to make it easier for voters to access,” said an official.
Meanwhile, sources said the SEC is likely to send the schedule for the panchayat polls next month to the state government for approval. Panchayat polls are likely to be held in April and May in stages.
