Special Educators Are Certified Without Due Scrutiny, Parents Complain | India News

The registry of certified special educators trained to teach children with special needs is riddled with discrepancies that show that individuals are certified without proper scrutiny of the documents they present. The parents of these children have complained to the Rehabilitation Council of India (RCI), the authority that maintains the register of special educators, but to no avail.
“Many of these special educators obtained their special education degree or diploma in the 1990s or early 2000s. They have done nothing after that to update their knowledge. Much has changed in the understanding of intellectual disabilities such as autism and Down syndrome and there are constant advances in the techniques of teaching these children, but these people continue with the old methods and it shows in their teaching, ”said the father of a child with autism spectrum disorder.
RCI regulations require that all special educators must renew their registration every five years and require 100 Continuing Rehabilitation Education (CRE) points to be granted renewal. It also stipulates that special educators will record any approved courses they complete within six months of the completion date. If special educators do not renew their RCI registration, they could lose their job as no school can employ them without registration. Almost 1.2 lakhs of special educators are registered with the RCI with approximately 8,000 added each year.
Either no one is reviewing what special educators are submitting for renewal, or there is corruption, one parent said. There are several instances of people applying for registration renewal showing old qualifications as new or seeking renewal after more than a decade with no additional qualifications or CRE points. The council assigns each special educator a unique permanent registration number. With a transparent digital system for registration and renewal, any school or parent can verify the qualification of the special educator. However, parents complain that their complaints about people who sign up playing the system remain unaddressed. In response to TOI inquiries, RCI Member Secretary Dr. Subodh Kumar said CRE points are added to a special educator’s database only after the individual’s attendance is confirmed in a program approved by the council and without completing the required CRE points, your renewal application would be rejected. He said RCI responded to all complaints.
However, I found several examples in the database of people who have applied for the provisional certificate without additional CRE points or any additional qualifications added or using old documents. “They use the requested provisional certificate status to continue teaching. Misrepresentation or the submission of false claims is supposed to invite delisting. But they are usually allowed to escape by just paying Rs 1,500 as a fine, a simple slap the wrist and hardly a deterrent, “said the father of a child with an intellectual disability.
