BHOPAL: A circular from the Madhya Pradesh General Administration Department (GAD), reminding state-controlled anti-corruption agencies such as Lokayukta and EOW in advance that they cannot initiate an investigation against public servants, has made it difficult for investigators to work. .
Any investigation into the thousands of pending complaints at various levels now needs state government approval. It has come as a respite for the officials under investigation. Lokayukta and EOW officials are now consulting legal experts on this, the sources say.
Many officials call the circular, dated December 26, “unprecedented.” It cites Section 17A of the Prevention of Corruption (Amendment) Act of 2018 which requires all agencies to follow the new government guidelines. Any agency will now have to submit a research proposal to GAD, which after further “scrutiny” can forward it to the coordinating committee for approval, he says.
