A Uttar Pradesh government employee, facing charges of sexually abusing 50 children for a decade, allegedly used to target poor families because victims could be lured with electronic gadgets and devices, senior officials from the Central Bureau of Investigation said on Wednesday. (CBI).

Ram Bhavan Singh, a suspended junior engineer at the state irrigation department located in Chitrakoot, was arrested by Banda District CBI on Monday. If convicted, he faces life in prison.

He faces charges under the Information Technology Act, the Protection of Children from Sexual Offenses Act and Section 377 of the Indian Penal Code for allegedly exploiting children between the ages of 5 and 16 during a decade and sell videos and photos of sexual abuse on the dark web. to pedophiles around the world.

The CBI recovered eight mobile phones, about eight lakh rupees in cash, sex toys, laptop computers and other digital evidence that contained a large amount of Child Sexual Abuse Materials (CSAM), authorities said. During the examination of the phones and laptop, investigators collected 66 videos and 610 photographs of children, a CBI official said on condition of anonymity.

A second CBI official said Singh targeted the children of street vendors, daily gamblers, sidewalk dwellers and domestic workers who worked at his rented two-room home in Chitrakoot, where he lived for 10 years. The children came from Banda, Chitrakoot and Hamirpur districts, the official added.

“During questioning, the defendant revealed that he was targeting children who could easily be lured with money, electronics, groceries, or anything else they were deprived of. Ram Bhawan believed that he could easily handle families, “said the second official.

The official said that on two occasions in the past 10 years, children have complained about him to their parents, but Singh allegedly silenced the matter by paying money to poor parents.

The official also explained that Singh came from Banda, was stationed in neighboring Chitrakoot district for 11 years and had several relatives from Hamirpur, three districts where most of his alleged victims were from.

Singh was presented in a Pocso en Banda court on Wednesday and the court decided to hear the guilty plea from the IWC seeking five days of custody on Thursday. The IWC needs his preventive custody in connection with the ongoing physical verification of his alleged victims in three districts of the Bundelkhand region of Uttar Pradesh.

The request for pretrial detention was filed in the court of additional district judge (five) Rizwan Ahmad on Wednesday.

CBI attorneys Manoj Kumar, Ram Sufal Singh and Jai Prakash Sahu said the agency needed pretrial detention to complete the investigation. Singh’s attorney, Arvind Singh Chandel, objected to the guilty plea and said he was not fully aware of the case, nor was he provided with any documents.

The court granted him one day to study the documents. Outside the court, a large crowd gathered to see the defendant.

Married for 18 years, Singh allegedly trapped the children by pouring affection on them, a third CBI official said.

“His relatives could not assess his ulterior motive, thinking that he was making up for the fact that he had no children. Apart from the videos and photos, the IWC found a number of compact discs and video-making equipment, ”added the official.

Singh appeared on the radar of CBI’s Online Child Sexual Exploitation and Abuse Prevention / Investigation (OCSAE) unit after the agency discovered the location of the child pornography load recently.

“A scrutiny of the defendant’s emails revealed that he was allegedly in constant contact with various people (Indian and foreign nationals) for the purpose of sharing CSAM,” said a fourth agency official.
