NEW DELHI: Seven years after the execution of Afzal Guru, Tihar Jail on Thursday laid the groundwork to hang the four men convicted in the Nirbhaya gangrape murder case after several fictitious executions and officials who reviewed the details specified in the jail manual.

This is the first time that four men will be hanged together in the Tihar prison, the largest prison complex in South Asia that houses more than 16,000 inmates.

According to the jail manual, the jail superintendent will oversee the rope testing and also inspect the gallows one day before execution.

This will be followed by a fictional execution: a doll or sandbag weighing 1.5 times the prisoner’s weight will be hung and dropped between 1,830 and 2,440 meters to test the rope.

Execution, as specified by the Delhi Prison Rules 2018, will be conducted in the presence of the superintendent, the deputy superintendent, the chief medical officer, the resident medical officer, and the additional district magistrate or magistrate.

A guard of no less than 10 police officers, guardians and two head officers, head guards, or an equal number of the prison’s armed guard, will also be present, he says.

The prisoner’s families may not witness the executions. All other prisoners will remain locked until the exercise ends and the bodies are removed from the prison.

The manual specifies that a medical officer prepare a report four days before the date of execution, mentioning the duration of the fall to be delivered to the prisoner to be executed.

Two spare ropes for each prisoner sentenced to death are kept in reserve. After the test, the rope and other equipment will be locked and sealed in a steel box and kept in charge by the deputy superintendent, he says.

If the prisoner wishes, he can afford a priest of his faith.

On the morning of the execution, the prisoner will be visited by senior officials, including the superintendent, the district magistrate / additional district magistrate and the medical officer, in his cell.

Any document, including the prisoner’s will, may be signed and witnessed in the presence of the superintendent and the district magistrate or additional district magistrate.

Just before entering the gallows compound, a cotton cap with a lapel will be placed on the prisoner’s face so that he cannot see the gallows, in accordance with prison rules.

The guards will hold the prisoners and withdraw upon a signal from the superintendent. After that, the executioner pulls the bolt, the manual says.

The body of the executed prisoner is disposed of in accordance with the requirements of the religion to which he belonged. It will be released to the family after an autopsy.

An ambulance will be used to transport the body to the cremation or cemetery.

On March 5, a lower court issued new arrest warrants for March 20 at 5:30 a.m. Their executions were deferred three times before.

He was last hanged in Tihar on February 9, 2013 when Afzal Guru, a Sopore resident in northern Kashmir, was executed at 8 a.m. and buried in prison facilities for his role in the terrorist attack on Parliament.
