Wing commander Kuldeep Vaghela, 36, currently stationed at IAF headquarters in New Delhi, and orthopedist Chandresh Kumar Shukla, 39, who runs a dental clinic in Saket Nagar in Bhopal, are in custody.
Dr. Shukla has ambitions to break into Bollywood and plays a lead role in a film called ‘Mere Desh ki Dharti’ that is ready for release, sources say. He is also chief executive of the Dental Council of India (DCI), and is said to be close to a minister in the state government. The air force officer was arrested after the due permission of the IAF chief in a coordinated action with central intelligence officers, officials said. Shukla was picked up from his office.
The complaint was filed by Raj Bhavan in Bhopal. Officials say Shukla had a good relationship with former Gov. Ram Naresh Yadav and frequented Raj Bhavan during his tenure (2011-2016). It was during this period that Shukla was close to Vaghela, who was later published as Yadav’s ADC in Bhopal.

The two kept in touch even after the IAF officer was published, STF sources say.
Shukla was said to be in the fight for madhya Pradesh Medical Sciences University vca in Jabalpur, and was shortlisted for the interview. STF says he conspired with the IAF officer to influence the post, and believes a call from “Amit Shah’s office” to the Governor will resolve the purpose.
ADG-STF Ashok Awasthi told the Mediars on Friday that Shukla made a call from his mobile to Raj Bhavan landline on 3 January, and told the operator to “connect with Governor Lalji Tandon immediately while Interior Minister Amit Shah was e n the line.” The operator had no reason to suspect and connect the call with the Governor, with the message that the interior minister wanted to speak to him. Wing commander Kuldeep Baghela was at the other end at the conference call. Baghela allegedly posed as Amit Shah and asked Tandon to “consider Shukla for the VC post”.
After disconnecting the line, Tandon became suspicious about the conversation and asked his officers to cross paths with Amit Shah’s staff. “The interior minister’s office said he hadn’t called the governor. The matter was referred to us for investigation,” the ADG said. Raj Bhavan filed a complaint on 9 January. The STF traced the call to Shukla’s phone, the ADG said. Baghela and Shukla have been booked under sections 419 of the IPC (impersonation trap) and 420 (dishonest trap and induction of the surrender of property) and imprisoned in three days of police custody for questioning.
