The present ruling Congress party under Sonia’s leadership has proved time and again that it lacks democratic decision making capability and basic common sense to solve sensitive issues be it within India or outside India. Recent flare up of events in Andhra – Telungana is one more feather in its “clown” cap. Many political observers accused Congress has a tacit hand behind the recent Sri Lankan government’s genocidal war on Tamils. In the final phase of the war alone, hundreds and thousands of innocent civilians have been killed and many more maimed due to unrestrained use of banned weapons on the densely populated civilian areas.

Autocratic Sonia?

Autocratic Sonia?

Though actual tension mounted in the Telangana region of Andhra Pradesh when TRS Chief K Chandrasekhara Rao took to fasting and further flash point reached when his health worsened, Sonia announced that she would make an initiative to split the Telangana from the Andhra pradesh as part of her election promise. Home Minister P. Chidambaram’s statement pledging to begin the process of formation of a separate Telangana state led to wild scenes of celebration in the Telangana region, and its main proponent Telangana Rashtra Samiti (TRS) chief K.Chandrasekhara Rao, called off his 11-day fast.

The central congress government nod for Telangana triggered varied reactions, from jubilation to disbelief to angry resignations, and led to a domino effect with another regional faction demanding carving Andhra Pradesh into three parts. Cutting across party lines, the leaders, including legislators from the ruling Congress, opposition Telugu Desam Party (TDP) and Praja Rajyam, made it clear that Andhra Pradesh could be divided only if their region was also made a separate state.

This would mean that the present state has to be divided into three states – Telangana, Greater Rayalaseema and Andhra. “Andhra Pradesh should not be divided but if you are dividing it, form Greater Rayalaseema alongside Telangana and make coastal Andhra a separate state,” said T.G. Venkatesh, Congress legislator and convener of the Forum for the Rights of Rayalaseema. The people of Rayalaseema, comprising four districts, complain of backwardness and neglect by successive state governments. The people of the region are not ready to merge with Andhra in the event of formation of Telangana state.

In Andhra Pradesh, the Telangana promise plunged the state into political chaos after 93 legislators and many MPs, cutting across party lines, resigned to protest the central congress government’s decision. Assembly Speaker Kiran Kumar Reddy told reporters that 93 legislators from Rayalaseema and Andhra regions and belonging to three parties have submitted their resignations to him. As many as 53 legislators of the ruling Congress, 29 of the main opposition Telugu Desam Party (TDP) and 11 of the Praja Rajyam Party (PRP) have submitted their resignation, he said.

Insensitive Chidambaram!

Insensitive Chidambaram!

The Home minister P Chidambaram conceded that, the demand for a separate Telangana state in Andhra Pradesh showed how people felt neglected despite speaking the same language. But when he is wise enough to understand the sufferings of the Telungana people why didn’t he understand the problems faced by the people of Tamil Eelam?.

In Sri Lanka, Tamils and Sinhalese are speaking two different languages and follow different religious and cultural practices. They are more uncommon than common. When he accepts that Telungana people are neglected from the rest of the Andhra pradesh why doesn’t he recognize that Tamil people are neglected in Eelam?. However Eelam Tamil people are not just neglected, but they are suppressed and systematically ethnic cleansed by the Sinhala majority.

Even after seven months of the end of the war, scores of Tamil civilians are still in internment camps. Extra judicial killings, missing persons, sexual abuse on women are daily occurrences in the so-called liberated areas of Eelam by the Sri Lankan security forces. Several western nations and the UN have called for the inquiry of possible war crimes carried out by Sri Lankan armed forces.

The Congress government has a poor track record of understanding peoples’ problems. Instead of solving the pressing issues through democratic process, it always takes on an autocratic approach. For instance, on what grounds did Sonia announced that Andhra could be split it in to two pieces? Who had given Sonia authority to announce Andhra will be split? It seems like she announced this verdict as part of her birthday gift to the people of Andhra. By announcing the split she has brought immense suffering and loss of lives and property damages to the tune of 200 crores to Andhra Pradesh.

India is a democratic country. Any sensitive and pressing problem should be solved only through the referendum. The best solution should come from the people. They are the owner and stakeholder of democracy and not autocratic Sonia or Chidambaram.

Alarmed over the spate of resignations and protests, Andhra Pradesh Chief Minister K. Rosaiah said the resolution on forming a Telangana state would be tabled in the assembly only after consultations. Appearing to play down the enormity of the move, Rosaiah advised MPs and legislators not to get agitated over the issue and resign as the process of moving a resolution had not even started. These statements are more of a reactive nature to safe guard the Congress government instead of being  a people friendly, thoughtful and civilized approach. The Congress party should inherit true democratic policies from the developed nations. In the western countries, leaders never give their nod to such type of sensitive issues openly. They will always consult ruling and opposition parties and the various stake holders of the problem. In most of the sensitive cases final decision will be given to the people in the form of referendum to choose their decision.

More than 30 lives have been lost and 200 crores worth of property have been destroyed due to the immature behavior of Home minister Chidambaram and Sonia Gandhi’s open announcement about the splitting of Andhra Pradesh. These two should bear the responsibility of these human losses and property loss.

The people must decide whether they need Separation or Integration. Rulers are only facilitators and their role is to full-fill the needs of the people. They don’t have the authority to give any final verdict. People who are living in the Telangana and Eelam Tamils are the one to decide about their future and method of governing system. Allowing the separation of Andhra and Telangana and imposing non-Separation of Sri Lanka and Tamil Eelam are another senseless political duplicity of the Indian ruling Congress under the leadership of Sonia Gandhi.

    Kandan,
Very sensible and well written article. I wish Mr. Chidambaram read this article and think on his feet. Congress has made a blunder on both the issues, Telangana and Eelam. However, the after-effects are significant in both cases. Congress will certainly reep for what thay have done. This is high time that congress realises it’s mistake and do something good for the people.

Very well said, I wouldn’t be surprised, if India is pulled in front of the international criminal court for assisting the genocide in Sri-Lanka, now that whole world knows of the war crimes. Congress is full of dirt bags, and we let them ruin our country!

I would like to ask the writer what the similarity between Telangan and Eelam. Though both wants independence, don’t forget unlike Telengana, the socalled Eelam is out of India’s Jurisdiction. So don’t assume Sri Lanka to be a state of India as Andra Pradesh is. Though Indian’s like it or not, it’s the Sri Lankan government (not the Indian government) who decides whether Eelam. should be seperated or not. Unlike in 1980′s when India pressured Sri lanka and nutured Tamil Tigers, this time Sri Lanka had China’s help.
So again, don’t forget the fact that SRI LANKA IS A SOVEREIGN COUNTRY.

    @Prashan De Zoysa

    Sovereignty means

    1. Supremacy of authority or rule as exercised by a sovereign or sovereign state.
    2. Complete independence and self-government.

As per your statement – “1980’s India pressured Sri lanka and this time Sri Lanka had China’s help.”

It means Sri Lanka lost its Sovereignty long back.

    @Prashan,

You said that srilanka is a Sovereign country. Why don’t you accept that Tamil Eelam also has it’s own sovereignty? Why Srilanka is interfering with the Tamils and their Sovereingnty? Eelam is the homeland of the Tamils and why Srilankan army encroached the lands of the Tamils?

Would anybody care to take on the question what do we mean or better how the idea of “sovereignty” was/is defined!

In what historical context it was given its first expression?

What are the transformations the idea has gone through?

Does the South Asian socio – politico milieu ever produced any equivalent concept and practice?

What are the problematics in raising the question of sovereignty in the specific context of Sri Lanka as belonging to Sinhalese (as they claim); their relationship with the regional power India … and in relationship to the global powers …

well … these are the questions that are to be addressed if anyone wishes to get an in-depth understanding of the concept so that it could be raised in the practical arena of politics …

may there might be more questions …

The author is biased. While riots by Telangana cause some loss, the riots by Seema and Andhra parties caused ten times that loss to AP govt. To fill that need now the govt. raised the bus fares to more than double. But luckily the people who suffer most could be non-Telangana people as they are the ones busy roaming around and dominating AP.

Now the Eelam Tamils question. These poor Tamils are really unlucky. Indian govt. cannot use the same tactics as it does for Telangana which is an internal matter. Don’t think that Telangana people are asking for a separate country. If they wanted that, India would have already have been divided into thousand pieces before they decide to get separated. Telangana is a problem about administration, decentralization and development of the poor instead of the development of cities like Hyderabad which are sucking the blood of Telangana districts for the development of educated class like Satyam computers, Infosys who can’t run their companies on their talent.

India was unlucky to not able to interfere in Sri Lanka affairs to help the Eelam Tamils because it could not afford to financially aid Sri Lanka’s development at the cost of its own internal development. China could afford as it is bigger than India in all terms. India is already helping Nepal and what happened in the end. Just because in one year 2009, India couldn’t give aid on proper time these beggars turned against us.

Sri Lanka may think it is getting good help from China today. But China has bigger problems to face in the future than India. When China fails to aid Sri Lanka in one instance, it will also repeat India-Nepal story. After that we will see resurgence of a new freedom fighters in Sri Lanka again.

For now let us worry about our internal problems.

This article, interestingly, compares Congress attitude over two different ethinicity but wrongly attributes entire blame to congress in case eelam Tamils. In telegana’s case, it is purely a question of benefits fue to long-term electoral gain.

But in the case of eelam tamils:

Express purpose of congress leadership’s current rage against tamils is to eliminate entire LTTE forever as a revenge for the killing of their ‘beloved’ war criminal Rajiv. But congress is not the only one responsible party for the well entrenched anti-tamil policies of center. This anti-tamils policy is mainly due to the bureacrats is South Block who rely the on goodwill and loyalty of majority-Sinhala nation to keep the southern border of India relatively threat free. Price that the sinhalas demand for that is India’s cooperation in continuing subjugation and slow genocide of Tamils and of course a consequent logical requirement of united SL. It is very important that SL Tamils entirely reject any entreaties from India and call bluff of the double game that India and Sinhala nations are playing with Pakistan/China/US. A clear rejection of India by eelam Tamils will thereby force both Sinhala and Indian nation to their choose sides. Tamils should (both TN and eelam) reject India as long as center’s policy remains as ‘united srilanka’. The future hope for eelam Tamils relies on turning the sinhala’s zero-sum racist politics head-on against India-SL partnership by threatening to expressly align with Indian enemies or competitors. This will have long term effect on the secuity of India in TN.

    Valarmathi,

Sovereignty was always around from time immemorial, even during the hunting-gathering stage. As LTTE leadership rightly understood, sovereignty has always been attained only through expression of a strong force (except for few european countries). It is always taken. In India historically, sovereignty was always a compromised concept which regulated the borders and had nominal control over economy. But whichever form of rule or ruler (monoarchy or otherwise), social-sovereignty was always ceded brhaminical oligarchy which controlled the lives of the so-called ‘Hindus’. In modern India, with sophisticated tools as an aid, this brahiminical oligarchy as been tranformed into brahminical bureacracy and has encroached into all aspects of sovereignties.

    >> What are the problematics in raising the question of sovereignty in the specific context of Sri Lanka as belonging to Sinhalese (as they claim);

Problems are (1) the mahavamsa minset of sinhalas (2) Their profieicieny in playing zero-sum race game with anyone (2) minority status of Tamils and muslims with no support from any external power

    >> their relationship with the regional power India …

In my view, Indo-sinhala entente and Indian policy on SL will never change, as long as sinhalas show themselves to be not anti-indian in actions. Indian policy can change if (1) the threat perception in northern border is reduced significantly or (2) India withdraws from Kashmir and thereby recognizes SELF-DETERMINATION as a legitimate principle (3) An sucessful international campaign against sinhala which ostracises the SL and the nations dealing with it.

    >> and in relationship to the global powers …

All the relationship to the global powers depends how credibly Tamils can expose the Indo-SL double game and hasten the process of realignment of powers in lanka. First step towards that would be support Fonseka to become president after which he is likely to create a very strong armed force which can show middle finger to India in any possible conflict/blackmail. Further fonseka’s known bias towards Pak-China will create a disarray in the current programme for SL in South Block. It will also provide sinhalas a chance to harmonise Pak-China-US interests in Lanka (in determinant to India’s). Given the G-2 level meteoric raise of China-US relationship, Fonseka’s ascent might even have a huge impact on India’s calculations on its North and North-western borders too!

So only when South Block is presented with the only of option gaining stability through (irreverisble) creation of a Tamil eelam will they ever agree to it. Only in that scenario should eelam tamils rehabilitate India in their scheme of things.

You statements are too funny.India has given 1500 crores to SL governemnt in 2008 and 2009.It’s all your money and my money given by India to racist Singalese to kill Tamils.India also agave radars, aircraft training,Defense personnel,Chemical bombs etc to SL

Though Pak and China voted against the investigation on war crimes and Human rights violation of Sri Lanka in UN ,India not only voted against the investigation but also made some countriesto vote against it.SO INDIA has made it clear in the GLOBAL HALL that TAMILS ARE INDIA’S BITTER ENEMIES when compared to CHINA and PAKISTAN.

The GENOCIDE of TAMILS in 2009 was MAJORLY done by INDIA and not SRI LANKA

One day India will ahve to pay for it

Only tamils believe that the nothern and eastern areas in Sri Lanka are theirs. Not anyone else. If they wanted a homeland that bad, why don’t they go to tamilnadu and claim their homeland there, which has 3 times the population of Sri Lanka, all of them are tamils rather than trying to get a piece of land in Sri Lanka where they are only a minority.

Having to do something because you are pressured to do so from another country is different from doing something with the help of another country which you explicitly asked.
India fits the first description where they failed recently while China fits the second description.
Sovereignty of a government include being able to ask help from your friendly nations when you are in trouble.
That’s what China did. They never pressured Sri Lanka to do anything.
eg:-Once India refused to give SL weapons when they badly needed (their way of showing the pressure). So SL asked China for those and they gladly gave those.
I wonder how SL’s sovereignty is undermined by this incident with China.

If Tamils in Srilanka should go to Tamil Nadu then Sinhalese should go back to Orissa from where they traveled the island according to their own history. Good suggestion, all should migrate to their prehistoric sites. Great idea for solution.

Sovereignty means Complete independence and self-government.

when they are not able to protect its own borders from Tamil people – better Lanka can dissolve their nation.

    Sovereignty – இறையாண்மை – ஆண்மை உள்ள ஆட்சி

    இறை – ஆட்சி

    யாண்மை – ஆண்மை

“So SL asked China for those and they gladly gave those.”

Sri Lanka has given their humbonthotta land to china to build its port. It was not free.
