Maharashtra Navnirman Sena (MNS) led by Raj Thackeray is all set to redefine the politics of Maharashtra and spoil the dreams of Hindi Nationalists. The Maharashtra Assembly on Monday witnessed the manhandling of Samajwadi Party (SP) MLA Abu Azmi by MNS legislators for taking oath in Hindi.
The phenomenon of Raj Thackeray at the outset appears to be a reenactment of decades old drama of Shiv Sena. However, Raj espouses issues different from his parent party. Even if the issues are similar, the priorities and conscience of the people or the electorate have changed in the past decades.
Shiv Sena was born to do politics in the state of Maharashtra against outsiders originally meaning the South Indians and later the Muslims. In its journey to capture and enjoy power, Shiv Sena has compromised with its originally declared policies. This is a logical evolution for any regional political party. The DMK of Tamil Nadu with regional agenda also softened its ideologies and has split many times.
MNS projects Marathi Language and mostly centers around it. While the rest of the linguistic groups in Maharashtra have merged with the local population only the Hindi speaking migrants refuse to toe in line with Marathi sentiments.
Mumbai being a wonderful city of opportunities, represents a passport to progress for the people of Hindi heartland since New Delhi is not enough for them, Calcutta is poorer, Chennai is far way.
Keralites looking for Chennai, Tamils growing around Bangalore , it all happened out of opportunities available in these cities for the livelihood of people breaking the barriers of languages. The migrants from Utter Pradesh and Bihar to the rest of the country have to learn a lesson from Keralites of Chennai and Tamils of Bangalore on how to live with the local population without compromising their own culture. It is the illusion of the Biharis that they should be considered as Biharis only that creates trouble. The pretension of being a law abiding patriotic Indian does not work at all the times in a state created based on the language.
Consider the confusion created by a booking clerk from Bihar who knows only Hindi appointed in the reservation counter of Mylapore Railway station in Chennai the capital of Tamil Nadu or in further down remote towns like Sirkazhi. Why should a service be rendered in a language known to a service man rather than in a language known to the consumer? Those who come across such nuisance can understand the language of Raj Thackeray.
Why were the examinations for even ordinary posts of Railway Recruitment Board ( RRB) all along conducted in Hindi and English only? Is it justified ? Can we conduct a survey on all India level appointments made in the tenure of Bihari Lalu Prasad and see how many Biharis knowing only Hindi were favored? Although everything was done legally such appointment of candidates knowing only Hindi to places like Tamil Nadu is not justified. In these days politicians facing even corruption charges claim that everything they have done are legally correct.
It is in this context Raj gets his action justified and everyone is now happy with the recent decision of Mamta Banerjee, the Minister for Railways to conduct the examinations of RRB in all regional languages including Urdu.
This is a country where millions are deliberately left illiterates by successive insensitive governments. For many decades money order forms of post offices and withdrawal slips of public banks were printed only in Hindi and English. The politicians of Tamil Nadu had to struggle, sometimes violently, to see their language in such public services.
The behavior of MNS MLAs in Maharashtra assembly against the SP MLA for not taking oath of Office in Marathi should not be considered as an isolated incident and should be linked to the comprehensive issue of Language policy of our country. Recurrence of such incidents cannot be ruled out if the root cause of the problem is not addressed. How many times and to how long the elected representatives can be suspended from doing their democratic duties? That itself shall become unjustified act although it confirms to our constitution.
When the so called patriotic people expect Muslims to recite Vande Matharam, which Muslims consider to be against their faith, they do not mention under which clause of the constitution it is required. But the same people invite a clause from the Indian Constitution allowing people to take oath in any language in the schedule.
If the constitution is inadequate we should only consider amendment in favor of the people. It is pathetic to order Mr. Azhagiri an MP already elected to Parliament and appointed Minister to speak only in Hindi or English. It is an insult not only to Tamil but also to the languages spoken all over India. How different is our constitution from the dictates of Raj when a minister is not allowed to address in his mother tongue spoken by more than sixty million Indian people? This is the case where the language of Raj will be understood by the Hindi Nationalists. We may have to wait for Raj to become a central minister to remove this inequality.
The politics of language is quite natural all over the world. It is artificial to contain Linguistic feelings in the name of Pseudo nationalism or one language policy in a multi lingual multi religious and multi cultural country.
Earlier Lalu Prasad Yadav described Raj Thakeray as a mental case and MNS should be banned. Now after finding successful journey of Raj in Maharashtra, Lalu Prasad says
“The PM should immediately call an all-party meeting to discuss the action to be taken against MNS for deliberately indulging in anti-national activities, The behavior of MNS legislators should be treated as an act detrimental to the country’s integrity and unity”
Do we need introspection to conclude whether Raj is really Anti National?. Why not we say that Raj is helpful to question the Linguistic policy of India in his own way applicable to a stupid system which refuses to change in favor of the people and thus actually Raj should be considered a champion of National Integration?
Raj is out to sensitize the Hindi Nationalists like Lalu and they will receive the dose they administered to others.

I asked one of my friends who used to travel through Bihar, ” Is it true that the people in the North mostly travel the trains ticketless?” He repled ” those people justify ticketless travel stating it was during british period they had to buy a ticket. After independence they started to believe that the Railways belonged to them and therefore it was not necessary to buy a ticket”

Surprising how Marathi people elected Azmi, who does not know their language :) People do justify it saying that the law allows him to take in any language. Awakening is certainly the need of hour for people across India to save their identities. I think we must do some rethinking on the ‘democratic principles’ that are supposedly governing our country, wherein the term democracy means only in arithmetic numbers.The southern states which were more progressive and adopted family planning have are now being penalised for having done just that.The finance commission formulae on revenue distribution gives highest weightage to population.So, not only have our states got to suffer because we have to countenance ‘fellow Indians’ in the spirit of the constitution, but also lose our share of revenue in order to feed the selfsame ‘poor’ states.And also bear the Hindiisation of our cultures to make way for the ‘national language’ist demographic invaders.

Spanish is openy taught in many schools without threats of violence from violent morons like the Thackerays in India.

Police commissioner Ronald Mendonca has said in an affidavit submitted to Mumbai high court that the Samajwadi Party’s state president Abu Asim Azmi is “in close association with Dawood Ibrahim, as per police records… and is involved in the scandalous shoe seam case.”
Mr Azmi’s lawyer, Mr Majeed Memon, subsequently sent a notice to commissioner Mendonca on Friday, asking him to prove these charges in three days or face a defamation lawsuit.
The scrupulous Mr Mendonca, the only contender not to have lobbied for the post of commissioner, submitted the affidavit in response to Mr Azmi’s petition on the death of peanut vendor Abu Sayama, shot dead by police inspector Vasant Dhoble in an alleged encounter. Inspector Dhoble believed Sayama to be the Chhota Shakeel man Javed Fawada.
Mr Mendoca’s affidavit filed on the direction of high court divisional bench judges Justice Arvind Sawant, and S. Radhakrishnan, says: “With reference to paragraph 8 (of the Samajwadi Party writ petition), I say and submit that the first petitioner (Abu Asim Azmi) has a criminal record and is in close association with Dawood Ibrahim, as per police records. He was an accused in the serial bomb blast case and is involved in the scandalous shoe seam case.” The case against Mr Azmi in the bomb blast case was
quashed by the Supreme Court last year. The commissioner of police’s affidavit corroborates and affirms the charges submitted by inspector Dhoble of the detection of crime branch, on November 4. Mr Mendonca’s affidavit comes in response to Mr Azmi’s petition on the Jawed Fawada mistaken identity case. In paragraph 8 of Mr Azmi’s petition, the Samajwadi Party leader says he went to Delhi along with a few party workers to present a memorandum dated. September 30, 1997, to Justice Venkatachaliah, chairperson
of the National Human Rights Commission.
According to Mr Majeed Memon, Mr Azmi had decided to send Mr Mendonca a notice as he was responsible for his junior officer. Mr Memon added that Mr Mendonca, in his affidavit, had very clearly stood by and reaffirmed whatever was mentioned in inspector Dhoble’s application.
In the notice, Mr Azmi has denied having “any association leave alone close association” with Dawood Ibrahim in any manner.
About the statement in Mr Mendonca’s affidavit that Mr Azmi is one of the accused in the bomb blasts case, Mr Memon’s notice states, “The mention that my client was an accused in bomb blast case and leaving it at that is patently mischievous and tends to mislead the honourable court.” Mr Azmi has also objected to being called “a person with a criminal record” as there are no proven charges against him of guilt in any criminal offence.
With reference to the Samajwadi Party leader’s involvement in the multi-crore shoe scam, the notice notes that Mr Azmi continues to be out on an anticipatory bail order obtained from the Supreme Court on March 13, 1997. It further notes that Mr Azmi has not even been charge-sheeted in the case.
“If these facts were averred for whatever reasons, an inescapable duty is cast on the deponent to necessarily refer to discharge order of the honourable Supreme Court, Non-mention of such a vital truth amounts to contempt of court by omission,” the notice reads.
Since all the charges made in the police affidavit are based on the Samajwadi Party petition on Javed Fawada, the notice notes that: “it must be said that all the aforesaid facts were irrelevant and out of context to the fact in issue.”
At the end, the notice has asked the police to either prove the charges within three days or face prosecution. “I further call upon both of you to resist and refrain from calling my client an associate of Dawood Ibrahim hereafter any more or authenticate such irresponsible insinuations forthwith.” The case will be heard on November 11 before the division bench. Mr Mendonca was in Thane on Saturday and therefore unavailable for comment.

There is a world of difference between the progressive states of India (including all four southern states, Maharashtra, Goa, Gujarat etc.) and the bimaru states.
Instead of identifying ourselves with the North Indians, we should group ourselves with South Indians, who have proven record of social and economic progress and justice.
In terms of progress and geography, Maharashtra has much more in common with South India than it does with the BIMARU states. One look at the economic and social indicators is enough to confirm this.

The bastards and pigs of the cowbelt (like the goon Mulayam) championed the cause of the regional language Hindi and led a holy jihad against English. “English should be ousted from offices and schools. Hindi, and Hindi only”, he shouted at public meetings. He sent correspondence in Hindi to other state chief ministers, even to chief ministers of non-Hindi speaking states.
In December 1989 he declared that he would not look at any non-Hindi document sent to his office. The English-medium schools in Uttar Pradesh drew his wrath. In his venomous public addresses he said that these schools produced “corrupt and dishonest citizens” and that they should be closed.
Taking the cue from the chief minister, mobs attacked English-medium schools and tried to forcibly close them on January 22, 1990. They said that the chief minister inspired them to act. The chief minister did not say a word against these blatantly unlawful acts of hooliganism.
Then came a shocker. A few months later he gave an interview to one of the most respected publications in the country, The Illustrated Weekly of India. The interviewer, who had done his homework, asked the chief minister if it was true that his son go to an English-medium school. Caught in his duplicity, Yadav answered, “yes, I decided to send him to one because they make you a disciplined, selfless patriot”. [This is the man who shouted from platform to platform in public meetings that English-medium schools produce "corrupt and dishonest citizens". What a hypocrite!] When he was on verbal rampages against English-medium schools, inspiring mobs to attack these schools, never once did he mention that he was sending his son to an English-medium school.
The filthy Hindi fascist bastards even attack and close ENglish medium schools since they are rabid pigs afflicted by the disease of HIndi fascism. But they send their own sons to the very same English medium schools, despite proclaiming to hate English.
These barbarians are welcome to forget English if they want, but their savage acts of Hindi fascism will never be tolerated by the non-Hindi Indians. India is not an extension of the BIMARU cowbelt as the Hindi fascists and their bootlickers would want to believe.
The former Soviet Union under Communist rule used to have Communist Party Commissars (“Party Commissars”) in every government department. These Commissars’ duty was to assure that nothing against the interest of the Communist Party was done in their departments. They had extraordinary powers well above there rank in the department. Even very high-ranking officers in the military feared lower-ranking Party Commissars because a negative report from a commissar could doom their careers (during the days of Stalin, it could even cost their lives). Communist rule over the Soviet Union ended in the early 1990s and the Soviet Union also broke up to its natural constituent nations. The power of the Communist Party and its commissars ended with it.
Today, in the Indian Union, there are Hindi enforcement officers in every department of the Indian Government. Like the Communist Party Commissars of the Soviet Union, these “Hindi Commissars” in the Indian Union also have extraordinary powers within their departments. Procedures like Hindi weeks, writing a Hindi word and its English translation near the entrance of every office building everyday, organizing Hindi writing contests and Hindi public-speaking contests for non-Hindi employees, asking officers to take notes and write comments in Hindi, sending out memoranda encouraging employee conversations in Hindi (even with non-Hindi employees), etc., etc. emanate from these Hindi enforcement officers. If such procedures put forth by these officers are not implemented by the department head, pity them! Their careers in the Indian Government are doomed. They can say “goodbye” to promotions and choice assignments. Such is the power of Hindi enforcement officers, reminiscent of the Communist Party Commissars in the former Soviet Union.
The prime directive of the Indian Government seems to be the promotion of Hindi in the Indian Government and private businesses. This seems to be the number one goal of the Indian Government over and above everything else. There is no systematic unemployment alleviation program or education improvement program spanning all departments of the government, but there is a Hindi promotion (enforcement) program spanning all departments. Every effort is made, and all available resources utilized–from schools, to books, to radio to television–to see to it that every man, woman and child knows Hindi.
There is a permanent Parliamentary Committee, comprising of both ruling party and opposition members, devising means of expanding the use of Hindi in the country (that is, imposing Hindi on non-Hindi peoples). But there is no such permanent Parliamentary Committee for the alleviation of poverty or health care or improvement of the educational system.
All in all, top priority of the Indian Government is to expand the use of Hindi in all spheres of life, be it government, private business, education or entertainment. Everything else comes after that. Is this India or Hindia?

On August 18, 2003, a member of the Indian Parliament from the Bengali speaking state of West Bengal, Mr. Somnath Chatterjee, was speaking in parliament on a no-confidence motion. He started the speech in Hindi, and then switched to English. After his allotted time was over, he asked the speaker of the parliament for a few more minutes to speak. The speaker, Mr. Manohar Joshi, told Mr. Chatterjee that he could have the additional time if he agreed to speak in Hindi. So a new privilege, a new norm, has come into force in the Hindian controlled Indian parliament: Those who speak in Hindi have more of a right to speak in parliament than those who speak in any other language including English. (As we would explain later, there are already severe limitations if a non-Hindi Member of Parliament wants to speak in his/her mother tongue.)
How foolish of us to think that every citizen is equal in this “Indian Union”. How foolish of us to think that all members of parliament are equal in the Indian parliament, irrespective of which part of this “Indian Union” they come from. Now we know better. There are now two classes of members of parliament: Hindi speakers and non-Hindi speakers. Hindi speakers have more of a right to speak than others.
I was born and educated in a non-Hindi state, Kerala. I thought that I am equal to those from Hindi states like Uttar Pradesh. I thought that those we select and send to the Indian parliament from Kerala have the same rights and privileges as those selected by citizens from Hindi states like Uttar Pradesh. But, now, I realize that it is not true. Members of parliament from Kerala have severe limitations if they want to speak in our mother tongue Malayalam. Now there is some additional limitation placed even if they speak in English. They get less time to speak than those speaking in Hindi. So the members of parliament we, the Malayalam-speaking citizens of India, send to the Indian parliament to represent us have less of a right to speak (less time to speak) about the needs and concerns of us, Malayalam-speaking Keralites. Malayalis and other non-Hindi speakers are indeed second class citizens in this “Indian Union”.
From the very inception of the Indian parliament in 1950, Hindian members had a special privilege over and above non-Hindi members. They can speak in their mother tongue whenever they want. Others have to speak in either Hindi or English, both foreign languages to them. If they know neither English nor Hindi, or just want to express themselves in their mother tongue, they have to get special permission from the speaker of the parliament. The speaker may or may not give permission, or may relegate the speech to a later time or date, while Hindian members can stand up and speak in their mother tongue whenever they please. Non-Hindi members of parliament grudgingly accepted it but now an additional privilege has been bestowed on Hindi speakers. Is it Indian Parliament or Hindian Parliament?

On November 22, 2007, AIADMK Member of Parliament from Tamil Nadu Dr. V. Maitreyan started speaking in Tamil. Non-Tamil members of parliament (MPs) could not understand it because there was no one to translate Dr. Maitreyan’s speech to Hindi and English as was required by parliamentary procedures. After some shouting from Tamilnadu MPs for lack of translation, Dr. Maitreyan spoke in English and it was translated to Hindi for the benefit of Hindi speaking MPs.
On November 27, 2007, another AIADMK Member of Parliament from Tamil Nadu Dr. K. Malaisamy spoke in Tamil. Mr. Santosh Bagrodia who was chairing the parliament (upper house, Rajya Sabha) told Dr. Malaisamy that he could not speak in Tamil because he did not obtain prior permission to speak in Tamil (Hindi MPs can speak in their mother tongue without any prior permission.) Even if Dr. Malaisamy had obtained prior permission, no non-Tamil MP would have understood it because there was no one to translate it from Tamil to Hindi and English.
In fact both Dr. Maithreyan and Dr. Malaisamy chose to speak in Tamil because they wanted to dramatically bring out the point that the position of Tamil translator was vacant for 11 months. Telugu translator position was also vacant. Indian Government’s explanation was that it had placed advertisements and no one had applied. Why was no one applying? Because it was a part-time position. Not many people would go to an expensive city like New Delhi for a part-time position. Indian government employs many full time Hindi-English translators in parliament but when it comes to non-Hindi languages it suddenly becomes stingy and wants to hire only part-time translators. All languages should be equal in parliament. If a Hindi MP can speak in Hindi whenever he/she wants without prior notice and permission from the speaker, why should non-Hindi MPs have to give prior notice and get permission to speak in their mother tongue? Why this second class status for non-Hindi languages? The problem can be easily rectified by hiring full time translators for all languages (in the same way there are several full time translators for Hindi); these translators would then be available to translate whenever an MP wants to speak in his/her mother tongue. When it comes to Hindi money is no object, when it comes to other languages, Indian Government wants to cut every Rupee.

2.1 The First Injustice: Entrance Examinations for Indian Government Jobs
Many Indian Government job entrance (or selection) examinations are held in English and Hindi. (In recent years SOME examinations are also held in mother tongue). This gives a great advantage to those whose mother tongue is Hindi (let us refer them as “Hindians” to make it short). They write the examinations in their mother tongue while non-Hindians have to write in one of two foreign tongues–English or Hindi. Even if you learn Hindi at school it does not put you at par with those whose mother tongue is Hindi. This is unfair and unjust [Reference 2]. All job examinations should be held in mother tongue to make everyone equal.
2.2 The Second Injustice: Hindi Examinations at Indian Government Jobs
Let us say that you pass the job entrance (selection) examination and got a job at an Indian Government office. Non-Hindi employees are required to attend Hindi classes and pass Hindi examinations even if they are working in non-Hindi states. Those who do not do so are reprimanded and there are many cases where salary increments and promotions were withheld until they pass the examinations. A memorandum sent to Southern Railways managers says, “Employees not attending Hindi training classes should be severely dealt with” [Reference 3].
A Hindi friend once argued with me that Indian Government is very fair because it does not require knowledge of Hindi to get the job but only asks [actually forces] employees to study Hindi after getting the job. He is not right on two counts. As discussed in Section 2.1, conducting entrance examinations in English and Hindi is unfair to non-Hindi candidates. Secondly, requiring that non-Hindi employees attend Hindi classes and pass Hindi examinations is totally unfair. This requires time commitment on the part of non-Hindi employees to study Hindi at some point in their life (during school years or later after joining Indian Government service). While non-Hindians are studying Hindi, which has no use except for the fact that Hindi is forced on them as India’s official language, Hindians can utilize that time to study more useful subjects like computer programming or advanced English which would be useful in a broader array of careers anywhere in the world. Don’t you think non-Hindians are getting the short end of the stick?
2.3 The Third Injustice: Working in Hindi at Indian Government Offices
Alright, let us say a non-Hindi employee has (1) passed the selection examination in spite of the injustice of holding many of those examinations in English and Hindi only, and (2) then studied and passed the required Hindi examination in order to get annual salary increment. What then? Is it all fair and just from then on? No, it is not. Non-Hindi employees have to jump through hoops all through their career at Indian Government offices.
All Indian Government offices are required to carry out certain percentage of work in Hindi. At the time of writing this article, 55% of work should be done in Hindi in Indian Government offices located in Tamilnadu. This puts a great burden on non-Hindi employees even if they know Hindi. Hindians are working in their mother tongue while we are required to do more than half the work in their mother tongue. However much you have learned Hindi, you cannot think and work in Hindi as fast and as well as those whose mother tongue is Hindi. You are stressed out more and are less productive. In spite of these discriminatory disadvantage many non-Hindi employees still excel in their jobs, that is a testament to their hard work while Hindi employees have it a little easier and less stressful. Is it not unjust? Is it not unfair?

Most people do not know the injustice meted out to non-Hindi employees behind the closed doors of Indian Government offices. Many think that there is no Hindi imposition because they do not know non-Hindi employees are forced to work in Hindi. They grit their teeth, bite their tongues and do the work in Hindi while the Hindi employees sitting next to them are doing their work in their own mother tongue. It is more stressful and more time-consuming to non-Hindi employees. If a Hindi employee and a non-Hindi employee of comparable intelligence, subject knowledge and work ethics were competing for a promotion, the Hindian is likely to get it because he is working in his mother tongue.
Yet, many non-Hindi employees do rise up because of their harder work and perseverance. It is like a star marathon runner running with a five-kilogram weight tied to his ankles. If he still wins the race it is his higher athletic prowess, hard work and perseverance.

“If computerization has to spread in India, it has to be done in Hindi”, so said the then Director of Bhaba Atomic Research Center a decade ago in 1988. What a stupid statement! This is, an educated and intelligent scientist heading a premier research center in India. He could have said this only to please the Hindi politicians who hold the reins of power in India and thus hold the key to advancements in the upper echelons of Indian bureaucracy.
As far as Hindi politicians are concerned, propagation of Hindi comes before anything else whether it is alleviating poverty in the country or improving the literacy levels and health care of the people. Those high level bureaucrats who play along with them get the promotions and move ahead. Have you ever heard of a high level officer in the Indian bureaucracy speaking against the imposition of Hindi? Show me one, and I will show you an officer who was sidelined and stagnated. This is the reality of India that is Hindia.
Let us examine the logic, or lack of it, in the statement of the former director of the Bhaba Atomic Research Center. What is logic of his assertion that only the use of Hindi will spread computerization in India? We can understand that the use of Hindi will make it easier for Hindi speaking people to work with computers and thus help spread computer usage in Hindi speaking areas like Uttar Pradesh and Madya Pradesh. How will it help spread computerization in Tamil Nadu or Kerala or West Bengal or Andra Pradesh or Nagaland or Karnataka? Obviously these “peripheral” areas away from the Hindi heartland do not matter. To the Hindi politicians, India means Hindi heartland. If we look at the Bhaba Atomic Research Center Director’s statement within this framework that only the Hindi heartland matters and the other areas do not count, then it makes sense. His statement squares right with the attitude of Hindi politicians that “being an Indian means knowing Hindi”. That is their criterion for being an Indian of good standing. Government of India will do everything to benefit Hindi speakers. If you did not have the good fortune of being born in Hindi heartland, then you have to learn Hindi to benefit from the millions and millions of rupees that the Indian government spends on developing Hindi.
The Indian government has spent millions and millions of our tax money to develop computer technology and software in Hindi. This means two blows to Tamils and other non-Hindi speaking Indians. One: Why should we, the non-Hindi-speakers, pay taxes to develop science, computer technology and software in Hindi? That money could be spent on things that will benefit all Indians, not just Hindi speakers. Two: It may take ten years, may be twenty, but once full-pledged computerization is made possible in Hindi, Government of India will insist that all central government employees do all government business using computers in Hindi as much as possible. Non-Hindi employees will have to learn computerized word processing, spreadsheet, database management, etc. in Hindi, thus giving Hindi-speaking employees a head start. Already many Tamils in central government employment are murmuring that they are sidelined in promotions because while they are forced to learn Hindi and are spending valuable time on it, Hindi-speakers concentrate on other more relevant subjects and their work, and move ahead. (The steady decline in the percentage of Tamils in Indian government jobs during the past two decades in an indication of this sad fact.)
In summary, the taxes we pay foot the bill for the development of Hindi in computer usage, and then we end up losers in Indian government jobs because of the use of Hindi there. We get it from both barrels of the Hindi gun.

I am from Kerala. Malayalam is my mother tongue. My sister is a medical doctor. She recently applied for a medical officer job with Government of India (central government job). Do you know that a condition for employment as a medical officer is: “A candidate will be required to pass the examination in Hindi of an approved standard within the period of probation and failure to do so shall involve liability to termination of service.” I can understand it if her job is in a Hindi-speaking area or state. That is not the case.
Why should a doctor working in a non-Hindi state like Tamil Nadu has to pass an examination in Hindi or otherwise fired from the job? A reasonable and justifiable requirement should be that the doctor should learn the local language. For example, if a Malayali doctor works in West Bengal, she/he must be required to learn Bengali. If a Malayali doctor works in Kerala, she/he should know Malayalam. If a Malayali doctor works in Hindi-speaking Uttar Pradesh, she/he should learn Hindi. But the Indian government is dominated and controlled by Hindi politicians and so it requires a Malayali doctor to pass an examination in Hindi whether she works in Malayalam-speaking Kerala or Tamil-speaking Tamil Nadu or Bengali-speaking West Bengal or Kannada-speaking Karnataka. This is outrageous arrogance on the part of Hindi politicians.

Wherever the Indian Government enters, there follows Hindi behind it. Hindians who dominate the Indian Government would say that it is the constitutional obligation of the Indian Government to introduce, promote, propagate and use Hindi wherever it has an influence. All other languages, with the exception of Sanskrit, will of course be ignored although well over three-quarter of the Indian Government revenues comes from non-Hindi peoples.
It is with this background in mind that Tamil people oppose Indian Government’s interest in helping non-English book publishers and in setting up a “National Translation Board” to translate non-English books into English and other languages. Indian Prime Minister Atal Behari Vajpayee expressed this interest in February 2002. We oppose it because we know that much of the Indian Government funds (taxpayer monies) allocated for this project will go for Hindi books. What is the basis for this statement? Today, the money Indian Government spends on Tamil is less than one half of one percent of the money it spends on Hindi development (this is true for all languages with the exception of Sanskrit).
Here are a couple of other facts to ponder. Already Indian Government offices are told that at least half the money allocated for book purchases be spent on Hindi books (it may exceed half). The remaining half (or less) of the money is shared by all other languages (about 20 languages are mentioned in the constitution). During each of the last three years, less than one-tenth of one percent (0.1%) was spent to buy Tamil books. Remember, Indian Government gets approximately ten percent (10%) of its revenues from Tamil Nadu. Let me put it this way, to drive home the point. Of every 1000 Rupees collected in taxes by the Indian Government, approximately 100 Rupees comes from Tamil Nadu. But, of every 1000 Rupees spent on books by the Indian Government, less than 1 Rupees is spent on Tamil books and more than 500 Rupees are spent on Hindi books. Is this fair?
Recently the Indian Government introduced an awards scheme to encourage technical and scientific book writing in Hindi (National Awards scheme for original book writing on Gyan -Vigyan). Of course there is no such encouragement for non-Hindi languages although taxes paid by non-Hindi peoples are used for this purpose.
With such a record in its recent past, it is reasonable to conclude that lion’s share of the money allocated for book-publishing grants will go for Hindi books. Most of the books translated into English and other languages would be Hindi books. In summary Tamil and other non-Hindi peoples will be subsidizing Hindi books.
What is the alternative? In an artificially created country like India, with so many cultures and languages, cultural and language development, preservation and propagation (including book publishing and translation) should be left to the states. Finances (tax revenues) should be devolved to the states so the state governments have revenues to fund these projects. Only then will all languages receive fair treatment. Otherwise Hindian politicians who dominate the Indian Parliament would spend bulk of the allocated budget for Hindi books and throw away a pittance to other languages (as is evidence from their past acts). Tamil Nadu had pleaded for devolution of revenues for over a quarter of a century. Absolutely nothing has happened. We do not expect anything to happen in the future either. Quarter century is more than enough of a wait. Future of non-Hindi (and non-Sanskrit) cultures and languages within India is bleak. What are we going to do?

During the Indian Independence Day celebration in Houston (Texas, USA) in 1995, the Indian consul read the President’s Independence Day message in Hindi. The audience, many of whom do not know Hindi, murmured and booed but the consul continued with the reading in Hindi.
This incidence shows how the Indian government is set on imposing Hindi on non-Hindi speakers both inside and outside India. What is the point in reading the President’s message in Hindi (instead of in English) to an audience all of whom know English but only some know Hindi? The only reason is the arrogance of Hindians and the (H)indian government. If the majority of the audience do not know Hindi, so be it. It is their fault not to study Hindi. If they want to participate in activities abroad sponsored by the Indian government (with taxes collected from both Hindi speaking and non-Hindi speaking Indians), they better learn Hindi. From their point of view, India is Hindia except in name.
When I said how wrong it was to read the President’s message in Hindi to an Indian audience (immigrants and non-resident Indians (NRI)), majority of whom did not understand Hindi, the reply I got from my Hindi friends is that “What will the Americans think of us if we read it in English? We should have national pride in our own language.” To this I retorted: “Hindi is not my language. What about the feelings of those Indians whose mother tongue is Bengali, Punjabi, Telugu, Tamil, Malayalam, etc? Is any one of us less of an Indian than a Hindi speaker?” Then I suggested “What about this? The consul reads a translation of the President’s message in his/her mother tongue. If the consul in Houston is from Kerala, he/she will read it in Malayalam. If the consul in New York is from Punjab, he/she will read it in Punjabi. If the consul in Chicago is from Uttar Pradesh, he/she will read it in Hindi, and so on. Then Americans will know the cultural and linguistic diversity of India. That is the true picture.” My Hindi friends opposed it saying, “How many people in Houston will understand the President’s message read in Malayalam?” I replied “I do not know whether more Indians in Houston know Malayalam or Hindi. But I know that neither language is understood by every Indian in Houston. The only language understood by all Indians in Houston is English.”
The Indian government should recognize that India is a multi-cultural, multi-lingual country. There is nothing wrong in the world knowing that. Neither is it wrong to use English when appropriate. A Bengali, a Kannadiga, a Tamil, a Malayali, a Punjabi is no less of an Indian than a Hindi speaker. If the Indian government, under pressure from Hindi zealots, continues to impose Hindi and project India as Hindian country, what will result is not unity and uniformity instead disunity and disintegration!

I am from Kerala. Malayalam is my mother tongue. My sister is a medical doctor. She recently applied for a medical officer job with Government of India (central government job). Do you know that a condition for employment as a medical officer is: “A candidate will be required to pass the examination in Hindi of an approved standard within the period of probation and failure to do so shall involve liability to termination of service.” I can understand it if her job is in a Hindi-speaking area or state. That is not the case.
Why should a doctor working in a non-Hindi state like Tamil Nadu has to pass an examination in Hindi or otherwise fired from the job? A reasonable and justifiable requirement should be that the doctor should learn the local language. For example, if a Malayali doctor works in West Bengal, she/he must be required to learn Bengali. If a Malayali doctor works in Kerala, she/he should know Malayalam. If a Malayali doctor works in Hindi-speaking Uttar Pradesh, she/he should learn Hindi. But the Indian government is dominated and controlled by Hindi politicians and so it requires a Malayali doctor to pass an examination in Hindi whether she works in Malayalam-speaking Kerala or Tamil-speaking Tamil Nadu or Bengali-speaking West Bengal or Kannada-speaking Karnataka. My main issue with those insideously (including the writer of the blog) inciting violence against ordinary poor northerners who have little to do with what Politicians are doing. Yes, there are hundreds of millions affected by this fascist crime called Hindi imposition. Some are affected to a small extent, while others are affected much more. The most affected are the millions of non-Hindi Indians with the central government which uses its fascist Hindi imposition policies. Such a despicable crime against humanity, civilisation and India cannot be allowed to continue any longer.
Basically it’s like this. Except the Hindi states, every non-Hindi Indian employed by the central government is affected to a large extent by these Hindi fascist policies. It’s not just Maharashtra, Karnataka, Kerala, Tamil Nadu and Andhra Pradesh, but also the states of Odisha, West Bengal, Gujarat, Punjab, Jammu & Kashmir and all the North-Eastern states plus some Union Territories (the people of J&K, most NE states and Punjab have other serious issues as well, but Hindi fascism affects them in addition to those issues).
The Hindi fascist policies of the central government are causing severe problems and these fascist policies are dangerous for the future of the country. Other multi-lingual countries that followed similar linguo-fascist policies have either shattered into pieces or ended up as completely failed states.
It’s in the interest of every Indian to understand such blatantly discriminatory policies are against the spirit of India, democracy and civilisation. It’s time to stop the Hindi imposition policies and amend the constitution to ensure that all the scheduled languages are treated as official languages of the central government along with English and Hindi. In a civilised democracy, there should be no more linguo-fascist imposition at any level. We all know what has happened to countries that followed linguo-fascist policies – they either broke up into pieces or they have turned into utterly failed states and such a fate is a predictable outcome for following such criminal linguo-fascist policies. I think the suggestion has not reached Raj Thackeray , although I received a general reply from their blog.

Later we will discuss together to draft a letter to our President Mrs.Pratiba patil with a reqest to amend constitution to make all languages in the schedule as official languages of India.

Law makers turn law breakers
When law makers decide to take the law into their own hands, they turn law breakers. We saw this in all its naked vulgarity at the oath-taking ceremony in the Maharashtra Assembly. Some elected MLAs objected to another one taking his oath in Hindi, which is recognised by our Constitution as the national language. They beat up the MLA discharging his duty. Four offenders have been suspended; another nine who share the parochial linguistic mentality have been allowed to continue as long as they do not misbehave.
I don’t think this is good enough. Stronger methods of dealing with linguistic fanatics must be evolved to keep the country together. I am not yet sure what they should be, but hope others who have the future of the motherland at heart will soon offer a solution.
Bombay was my home for nine long years. It was a cosmopolitan city with many races, religions, languages and styles of living. Most people spoke their mother tongues and a dialect of Bombay Hindustani with ayenga, jayenga, khallas, etc. There were no language problems whatsoever.
Things began to go wrong when the city changed its name from Bombay to Mumbai. It saw the emergence of Shiv Sena as a formidable political force under the leadership of Bal Thackeray. It was and is essentially anti-Muslim. The hallowed name of Shivaji was misused to gain public sympathy. It was enlarged in the sphere of hate to all non-Mumbaikars. It believed in the use of force to achieve its ends. Its first victims were Tamilians whose humble eateries were ruthlessly destroyed. Its members were lumpen elements of Bombay’s slums who had nothing to lose and much to gain by goondagardi.
Now that Bal Thackeray has become a toothless old tiger and his son a mewling non-entity, the role of the hate-monger has been taken over by his nephew Raj Thackeray. He further enlarged the circle of hate to all non-Marathi-speaking people, notably Biharis and Uttar Pradeshis. It paid him handsome dividends, as his party won 13 seats in this Assembly. He has become a major headache for all right-thinking Indians.
I think Raj Thackeray should have been put behind bars when he first landed his hate campaign. But we did not have leaders who had the guts to do so.
I can think of a gentler method of dealing with him: make him stay as a guest of Lalu Prasad Yadav in Patna, or of Mulayam Singh in Lucknow. He will be taught how to behave himself and he will realise there are many Indians who do not answer to his description of Marathi manoos, but are better citizens of India than he.

In a definite stand against attacks on the media, all 17 Shiv Sainiks arrested for Friday’s attack on a television news channel’s offices have been charged with attempted murder.
The police have also named Sena MP Sanjay Raut’s younger brother Sunil as the main instigator of the attacks — and listed him as absconding.
“Raut is the man who instigated the mob to vandalise the office premises of the channel. He is absconding,” said Deputy Commissioner of Police Rajkumar Vartak.
Maharashtra Governor SC Jamir on Saturday wrote to the state government demanding strict action against the perpetrators of the attack.
Jamir’s letter said the “overt and covert political patronage” to such acts of vandalism was “alarming” and caused harm to the image of Maharashtra.
With a maximum sentence of 10 years in prison, the attempted murder charge is far more stringent than the usual ones of rioting, assault and vandalism, which carry only two years.
The foundation for the charge, said the police, is the fact that the Sainiks went to the offices armed with weapons such as baseball bats, iron pipes and cricket stumps. They assaulted employees and smashed furniture at IBN Lokmat’s Mumbai and Pune offices, protesting a campaign they claim constituted a ‘verbal attack’ against Sena chief Bal Thackeray.

The Shiv Sena remained defiant on Saturday, blaming the media for Friday’s attack.
“This was not a planned attack. This was an attack on the depraved mentality of a few journalists,” said an editorial in party mouthpiece Saamna.

Mumbai Against the backdrop of MNS attacking candidates from North India appearing in railway exams in Maharashtra, Railway Minister Mamata Banerjee said the tests will be conducted in regional languages simultaneously.
“The railway exams will be conducted in regional languages simultaneously apart from English and Hindi. In Maharashtra, the exams will be held in Marathi and in other states, these will be held in local languages,” she told reporters.
“The decision was taken after a review was carried out and a new policy was formulated,” she said, adding that besides English, Hindi and Urdu, tests will be held in regional languages.
Banerjee said this after Chief Minister Ashok Chavan said at a function that ‘locals must be given importance. Whoever is a domicile of Maharashtra must first get an employment opportunity.”
Chavan, however, said his government does not support agitations based on language and region. “It is not our policy.”

The attack came in an article in party mouthpiece ‘Saamna’ by Sena MP Sanjay Raut days after party supremo Bal Thackeray accused the 36-year-old cricket icon of hurting Marathi sentiments with his “Mumbai for all” remark.
Comparing Tendulkar to Gavaskar (60), Raut alleged, “There has been no instance of Sachin extending a helping hand to other Marathi cricketers. Forget others, he did not even support Vinod Kambli.”
“In contrast, Gavaskar when he captained India, had half the team drawn from Mumbai and Maharashtra. He gave Test caps to many Marathi players including Suru Naik and Zulphikar Parkar at least for one match,” he said, while also acknowledging Tendulkar’s greatness as a cricketer.
“In this context, Gavaskar is a genuine ‘Maharashtrian’ and the whole country loves him even now in the same way,” the article claimed.
“Players like Sachin have become rich because of game of cricket. Sachin’s wealth has crossed Rs 200-crore mark. We expect Sachin to be as ‘proud’ of Maharashtra as Saurav Ganguly is of Bengal,” it said. “Rahul Dravid too is a Marathi player but he is loyal to Karnataka,” Raut said.
Thackeray’s remarks on November 16 had evoked angry reactions from a host of political leaders as also the BCCI, who came down heavily on the Shiv Sena chief for criticising Tendulkar, saying his statement was just right and nobody could take objection to it.

I guess we should separate people from ideas. We are discussing people here, which I believe is not the objective of the blog. The blog made me come up with following questions:
1. Should a elected representative speak in the language of the locals ? it leads to interesting question, how the locals selected him, for which Prashant replied that he was selected from a wide majority of Muslims. The offshoot question for this might be dont the Muslims feel they are Maharashtrians ? Anyway, that is a different topic, but the real question is should not law be enacted to safeguard the people’s interest – people’s representative should speak the language of the locals ? Recently Kerala passed a rule saying Kerala government employees should know Malayalam. IMHO, that is fair.
2. Every language expert has spoken for the mother tongue as medium of education & thinking. You change a man’s language, you have control over him & his culture. Should Hindi be grown at the cost of local language ?
3. There is really no reason to believe Hindi can tie together India. It has tied it so far well and continue to do. India was not found on Hindi, whose history is very very short. It is found on the common culture & beliefs of Indians with varied beliefs & culture. So diversity is the beauty of India. Should we spoil it ?

True. Lets make sure we carefully analyze the causes and effects of such issue..instead of mindless dmonization of north Indians. Most North Indians dont wake up in the morning thinking how to spread Hindi..they think of how to make a living, just like every other Indian.

Private sector should be allowed to teach in whatever language they want. Government sector uses tax money and should encourage teaching in languages that are ultimatly more benficial culturaly and economicaly for the people they represent.

The local people already have the power to reject a candidate if they think his local language abilities are inadequate to serve them. What additional value are you adding by your porposed law ? I think these half-baked impulsive laws will cause more problems.
Having said all that..te way to move forward is not to impose language criteria for elected representatives (due to problems I have already mentioned). What needs to be done is to impose a period of domicile requirements before a person is allowed to vote in a local election. For example if a non-Keralite moves into kerala..he should be required to stay atleast for some designated period (say 8 years) before he is allowed to vote in local elections. This would dampen the tendency of politicians to beef up there constituencies by artificially encouraging migration.
We should think critically before we propose solutions else unthoughtful laws will case even more serious problems.

What is a local language within a starte ? How is it supported by amending the constitution ? MUMBAI: In a surprise move, Maharashtra chief minister Ashok Chavan on Saturday called for “more importance to be given to locals” in job opportunities, thus joining in the likes of MNS chief Raj Thackeray and Shiv Sena supremo Bal Thackeray.
“Locals must be given importance. Whoever is a domicile of Maharashtra must first get an employment opportunity,” Chavan said at a function today.

“The railway exams will be conducted in regional languages simultaneously apart from English and Hindi. In Maharashtra, the exams will be held in Marathi and in other states, these will be held in local languages,” she told reporters here.
Concerned over growing congestion in the existing trains, chief minister Ashok Chavan made a request that there was a need for more train services in the state.
“The population is increasing day-by-day and so there seems to be a need for more train services for Mumbai and Maharashtra,” Chavan said.
“As we need to make Mumbai like Shanghai we need to take several steps towards its development which would in turn create employment opportunities for our people,” he said.

Punjab’s radical group demands 80 percent jobs for locals
Chandigarh, Nov 20 (IANS) Taking a cue from Maharashtra government’s recent directive to industries in the state to reserve 80 per cent of jobs for ‘locals’, radical group Dal Khalsa urged the Punjab government Thursday to implement similar measures. The Maharashtra government had defined ‘locals’ to mean anybody who has been staying in Maharashtra for at least 15 years.
The Dal Khalsa, however, stressed its drive against migrants was neither inspired by Raj Thackeray’s Maharashtra Navnirman Sena nor did it support his means and methods.
“Punjab should draft some laws for the reservation of jobs for the Punjabis and to restrict the entry of inter-state migrants, who presently constitute one-tenth of the state’s total population,” Dal Khalsa leader Kanwarpal Singh told media persons here.
Both in private and public industries, preference should be given to the local population and 80 percent of all jobs be earmarked for them, he said.
“The situation here is so grim that in the industrial sector and in the agriculture sector, the ratio of migrant labourers to locals is approximately 80:20 and 70:30,” Singh claimed.
He said a recent survey had found over 55 per cent of the agricultural labourers expressing their willingness to settle in Punjab permanently.
The Dal Khalsa leader said its drive against the influx of migrants in Punjab started Dec 14, 2003, when it held a public convention in Amritsar town to explain the real problem of migrant labour.

Now, radical Punjab party wants migrants out
Hoshiarpur (Punjab), Nov 1 (IANS) At a time when Maharashtra is in the middle of a controversy over the migrants issue, a radical Sikh organisation in Punjab Saturday launched a campaign against migrants coming into the state. Describing migrants as a “population bomb”, hundreds of Dal Khalsa activists launched their campaign against migrants by undertaking a walk from this Punjab town to Jalandhar city, 35 km away.
Dal Khalsa is a radical Sikh organisation which aims to get a separate Sikh homeland, Khalistan.
The activists carried banners and placards that read “Punjab for Punjabis” and “Return migrants, Save Punjab”.
The campaign here comes close on the heels of the campaign launched against non-Maharashtrians by the Maharashtra Navnirman Sena (MNS) led by Raj Thackeray.
Dal Khalsa president H.S. Dhami urged the Punjab government to frame rules and evolve a strict migration policy to curb the menace.
“We chose this occasion of 42nd anniversary of Punjab Day as we thought it was an appropriate day to air our resentment against the heavy influx of migrants. The migration from Bihar and Uttar Pradesh in large numbers is unwelcome and unacceptable,” Dhami told IANS here.
The migrant population in Punjab, according to state researchers, is nearing three million out of a total population of over nearly 30 million. Punjab’s total population in the 2001 general census was nearly 25 million.
One third of the migrants, nearly one million, live in and around the industrial city of Ludhiana and work there.
Senior Dal Khalsa leader Kanwar Pal Singh claimed that the continuous entry of migrant labour would disturb the demography of the state.
“Surveys have found that the migrants working in Punjab are over 1.3 million whereas the number of unemployed people in the state is just 1.5 million,” Kanwar Pal Singh told IANS.
Singh cited a study conducted by the Punjab Agriculture University, Ludhiana, researchers last year according to which around 55 percent of the migrant agricultural labourers had settled in Punjab permanently. “This figure was about 11 percent in 1983-84,” he pointed out.
Former Dal Khalsa chief Satnam Singh Paonta Sahib even sees a design in the influx of migrant labour into Punjab.
“This is being managed by unseen central forces that were all set to reduce the Sikhs to minority in Punjab itself. The sudden entry of Hindi newspapers and their growing readership in a Punjabi-speaking state within a short span of time has a blessing of these forces,” he claimed.
Accusing the migrants for draining the Punjab’s economy, he said the migrants were earning over Rs.30 billion per annum and out of it they were remitting two-third of their earnings to their native states, he said.
But Dhami admitted that nobody could deny that migration of labour is a natural phenomenon reflecting demand for manpower. He suggested that states should issue permits to curb unchecked influx of migrants.

I was a small kid then. I used to love Marathi saint poetry. Profound, I would say. Then came the blow. I was talking to a fellow friend who is a Maharashtrian, about a Shivaji story that I had read in a little book I had received from my grandfather for my birthday. My grandfather makes it a point to gift people books, and that too in Marathi. So there I was, telling him how the beauty of the daughter-in-law of the Subedar of Kalyan struck Shivaji. Another buddy, whose mother tongue was Hindi sauntered up, and started listening. The words flew out of my mouth as if I had written that story myself; as if I had learnt it by heart. Suddenly…
“Abe, Hindi mein bol!” (Hey, speak in Hindi!)
“Kaiko?” (Why?)
“Hindi rashtra bhasha hai, pata nahi?” (Do you not know Hindi is the national language?)
“So to hai.” (True, true…)
And the rest of the story continued in Hindi. But the passion was lost. I was no longer wallowing in Shivaji’s time. It sounded like a textbook lesson. I became a Hindi proponent. I figured, if this is what it takes for India to be united, so shall it be.
“Janani janmabhoomishca svargaadapi gariyasi.” (Mother and motherland are higher than heaven.)
Given this, there I was, torn between a choice for my country, and my mother tongue. I chose nation, in the nationalistic spirit that had been imbibed in me by all those books that my grandfather used to hand down to me.
Then I came to Singapore, and suddenly, I was no longer in Hindi heartland. This was Eelam, the Tamil hinterland. It was an experience. I still speak little, almost no Tamil. But being bang in the middle of the heartland of each of these languages has put things into perspective beautifully.

The words hit me like a hurricane. All those years, all the years where I suppressed my mother so that I could puff my chest in being a nationalist were a waste. A teenager then, I felt cheated. I felt like I wanted to go on a rampage, to get back all the years that I had neglected my mother. I was bitter.

Switzerland is a multilingual country. Main languages are German, French and Italian. German — 63.7%, French — 19.2%, Italian — 7.6%.
Singapore is a multilingual country. Main languages are Chinese, Malay and Tamil. Chinese — 76%, Malay — 14%, Tamil — 7%.
If this were the case in India right now, everyone would have been forced to speak Hindi. Fortunately, the Hindi-speaking population amounts to only 40% of the country’s population. But with the low incidence of family planning in Uttar Pradesh and Bihar, it’s just a matter of time before we are overwhelmed with a Hindi-speaking majority in India.
I read this, and I was seething with anger. If the Swiss can do it, why can’t we? Why does there have to be one uniform language for a country to be successful? There isn’t just one culture in India. There isn’t just one religion in India. Then what is the need for a single language?
I figured, if I spoke Marathi and English, I would be as good as the one who spoke Hindi, because I have one national language and one official language. I felt vindicated by the presence of the Tamil-speaking population around me.
There was this new bugbear though, Hindi-speakers from India who had come with me expected me to converse with them in Hindi. I used English, not because I was bitter about Hindi, but because I had made a vow that I would prefer English as an official language. Then…

I can stand that. There is no shame in speaking some language that is, by the constitution, the official language of the country. And I used to derive some pleasure by looking at these hypocritical Hindi speakers. Wear trousers and sneakers. Watch western films as against Indian films. Play western games as against Indian games. This is classified as being progressive and speaking English is suddenly labeled as being a faithful dog to the Englishman? Shame. I do not know if this has aggravated my situation with Hindi, but I am sure that this is fascist, and I am opposed to it.
Western clothes are worn because they are ‘more comfortable’. Western films are more profound. Indian actors know not how to act. [This might be true. Bollywood has hit rock bottom.] Western games get you recognition. This is true too. How many national level kabaddi players do we know?
So, why do these people not realize that Hindi is a concentrated behemoth, which disintegrates to the point of incomprehensibility at the fringes of its heartland? Why do they not realize that only a few people in northern India do their business in Hindi?
Why is taxpayer money being burnt on a language that is not going to take us anywhere? Why are non-Hindi people paying for government software to be ported to Hindi? Does that mean that non-Hindi speaking government officials have no scope for progress?
For long, we have been tricked and have had Hindi rammed down our throats. Hindi fascism has to be fought. For the sake of the sea of literature that exists in the other 15 national languages and which simply cannot be lost.
I will give my grandson a Marathi nationalist book to read too and I hope that he will be able to read it.

Did you know that Karnataka has been identified as part of “Region C” by the “Official Language Rules – 1976″? This means that Karnataka is not lending itself to Hindi Imposition easily. Of course it’s very difficult to do that in Karnataka, whose people speak a language called Kannada which is as different from Hindi as is Swahili! The fact that we’re in “Region C” simply means that the focus for Hindi Imposition is going to be basically on us!

Hindi Imposition targets for Karnataka (2008-2009)
The undemoctratic imposition of a foreign language on Kannadigas, which is considered as a crime by the UN Declaration of Linguistic Rights is very, very organized, and very, very legal in India.
In 2008-2009, every single central government employee in Karnataka is scheduled to be trained in Hindi. Every single typist / stenographer is scheduled to be trained to type / take shorthand in Hindi. In the same year, the website of every central government institution will become bilingual (Hindi, not Kannada, stupid!). Every single computer purchased in any central government institution will support input and output in Hindi. In the next year, every single central government institution will be inspected a minimum of four times to make sure that the imposition is going on fine.
Hindi imposition pollutes India
The positioning of the Hindi language as the only “official (Indian) language of India”, as well as the absence of true federalism and consequent disproportionately high stakes for the central government in internal matters of the subscribing states – both constructs ill-begotten in a hurry – have polluted India.
Hindification has destroyed the very idea of unity in diversity and accorded a higher status and undue advantages to the speakers of that language. This, together with the constitutional right of all Indians to work and settle anywhere in India, has placed speakers of Hindi (and close-by languages) at an advantage over and above other linguistic peoples. When once you declare the knowledge of Hindi as a prerequisite for any central government job, it is natural for the speakers of that language to fill those jobs.
The states subscribing to any federation of states do so for personal material gain and for not any spiritual reasons. It’s as simple as that, and India is no exception. In an environment which does not treat the subscribing peoples as equals but instead accords a higher status to one people over the rest, songs of the sublimity of the Idea of India start to sound like the harsh calls of a predatory bird! Who can care to appreciate the beauty of the common sublime thread of culture when the harsh reality is that you are not being treated as an equal? How long can anyone continue to sing the praise of the Idea of India from his heart when the harsh reality is that he is being considered as a second-grade citizen when it comes to employment?
Kannadigas must unite against this pollution
Kannadigas are Indians because they do not speak Hindi. Kannadigas are Indians because they prefer to use Kannada in banks. Kannadigas must not forget this and be suppressed by anything which loots their fundamental linguistic rights. Kannadigas must unite against this pollution of India by way of Hindi Imposition and re-establish respect for diversity among its destroyers. India needs to realize that there can be no unity without diversity, and that Karnataka is not ready for the murder of great and ancient Kannada language because of recent political developments which have placed it in a system which imposes Hindi. The murder of Kannada is the murder of Kannadigas.
That India is a dead India in which Hindi replaces Kannada. Kannadigas cannot let that happen. Arise! Awake!
Hindi imposition is undemocratic, stop it!
Although countries generally subscribe to the ‘one country, one people, one language, one culture’ formula, India does not.
India is a country of many peoples, many languages and many cultures. We have a Kannadiga, a Tamilian, a Malayali, an
Assamese,Hindi people, but there is no ‘Indian people’. Similarly, there is no single language called ‘Indian’ or a single
culture called ‘Indian’. India is simply a union of linguistic states, of plural cultures, of plural languages.
No linguistic similarity exists between Kannada and Hindi. It is a known fact that the two languages belong to two totally
different language families. While Kannada has thousands of years of history, Hindi is a new kid on the block. There is no
similarty between Kannada words and Hindi words, between Kannada grammar and Hindi grammar. Similarly, Kannada culture is
vastly removed from Hindi culture. The festivals and rituals of Karnataka don’t exist in Hindi-speaking states and
vice-versa. When the two geographical areas are removed by more than one and a half thousand kilometers, it is actually
ridiculous to even expect similarity between the two peoples.
It is implicit in the very meaning of democracy that a people is authorized to rule itself and not another people. He who
crosses the boundary of his own demos to establish his kratia is by definition undemocratic, and is to be compared to an
imperialistic invader. The linguistic states of India have not come together so as to grant Hindi people the license to
destory the language, culture and ethos of non-Hindi peoples like the Kannadigas. The very setup in which a Kannadiga is
ruled by a Hindi is undemocractic. The very setup in which a non-Kannada language is imposed on the Kannada people is
undemocratic. The very setup in which a non-Kannadiga culture is imposed on the Kannada people is undemocratic, and is better
described as imperialism.
A close look at India’s language policy betrays the sad but dangerous truth of Hindi imperialism,
which is but the new face of English imperialism. The very rule that knowledge of Hindi (or English, but preferably Hindi) is
an absolute must for entry to Central Govt. jobs is a defeat of democracy. Disregarding this basic fact, the central and state governments have geared up to destroy our language and
culture, to name our places in Hindi, to use only Hindi in our central govt. offices, to impose Hindi in very way possible,
through every available channel, every available medium.
Therefore, we Kannadigas will not breathe a sigh of relief until we have completely eradicated this Hindi imposition. It is
not illegal to fight Hindi imposition either; it is our constitutional right. Nobody need be afraid of the Hindi people or
the central government. In the Indian democracy which is a conglomeration of plural cultures, nobody can neglect the rights
of the Kannada people. Until all forms of Hindi imposition stops, we Kannadigas will not rest in peace. We urge the central
and state governments to take the following steps in order to stop this undemocractic imposition of Hindi on non-Hindi
people:
Changes required in governments and institutions supporting Hindi imposition
1. The propagation of the lie that Hindi is the National Language of India or the “Rajbhasha” of India should stop with
immediate effect. School textbooks must mirror the truth and not this lie.
2. Other than in states which have Hindi as the official language, all sort of Hindi popularization drives must be abolished
and all institutions like “Dakshin Bharat Hindi Prachar Sabha” must be declared null and void.
3. Every rupee allocated for Hindi, which is not allocated for all schedule languages, must be withdrawn. Under this, the
celebration of Hindi Imposition by way of “Hindi Divas” must come to an end.

India as a nation comprises of various languages and cultures. Every individual represents his language and culture likewise language and culture are symbols of ones identity. India considers itself a republic because it comprises of different states which has its own language and culture. There was a strong cultural and administrative reason to form the states based on linguistic affiliation, because of the vast diversity in culture and language. Thus each state has its own official language which mostly differs from that of other states’. That language is the lifeline of the people of state and it represents its culture, since language is the media for communication and inheritance of culture.
Hindi was accepted as official language in some states and it represented the culture of only those states. According to Indian Constitution, 18 languages are accepted as the official languages. Among these 18 languages a single language does not represent India’s culture in its entirety. A situation where a single language can represent India’s culture can only be made possible by suppressing India’s diverse cultures.
Since decades Hindi is being propagated and being wrongly promoted as the national language by Government and private sector. Hindi is being imposed on non Hindi speaking people because of the superiority complex of Hindi speaking people. Due to this other languages are losing their identity and destroying their culture. This consequences can be seen in Mumbai, Gujarat, Punjab. The day is not far when Kannada and Kannadigas will lose their identity and culture, if the current imposing continues. In the early days visual media was under the control of Indian Government. Hence telecast was also in Hindi. Cinema producers finding more profit due to this started imposing Hindi on a large basis. Audio-visual entertainment
programmes, Hindi film songs were successful in imposing Hindi in every way.
A wrong notion of Hindi and its culture are strategically being spread upto an extent where non Hindi speakers are getting influenced by that notion. The consequence of this is our Kannadigas know “dandiya” instead of “kolata”. A situation is created wherein “bhangra” is considered superior and “devara kunita” , “kamsale” are considered inferior. In schools and college celebrations or annual fests , students perform one or two kannada songs and dance compared to number of dance performed for the Hindi songs being played through cassette/CD. If this situation continues Kannadigas of the next generation will be unaware of our art and culture. Enslaved and getting hooked onto someone else’s culture resulting in losing ground on both the cultures, in turn being vulnerable both socially and personally. Diversity which is the backbone of India’s unity and integrity will be lost. According to a research India and China are fast developing because of its strong cultural roots.
By getting hooked onto a different culture and language, a Kannadiga is losing his strong roots and sliding down the growth path. Development and growth of India is only possible when every state develops and grows further. Unless the states that are being subjected to cultural onslaught, wakeup and act to preserve and enrich cultural heritage and strength of their own, no doubt India will get off track from the growth trajectory. In a republic federal system it is imperative that each state maintains its individual identity and work in an interdependent manner with other parties involved. If the states does not realize this it is not just Karnataka or Kannada but whole of India will get hurt badly.

I would like to highlight the misconceptions among
people about Hindi as THE NATIONAL LANGUAGE.
Our Constitution has clearly named 22 languages as
NATIONAL LANGUAGES of INDIA.hindi is just one among
them.
There was a move from Centre to make Hindi as the only
NATIONAL LANGUAGE but it took a serious backstep due
to stiff opposition from few states for obvious
reasons.
Hence currently there is no need to learn hindi just
because few cultural illiterates say “Hindi is the
national language”.
Everybody should respect the language of the state and
learn it for their better survival.
Already Hindi has eaten up many beautiful languages
like Marathi,Oriya,Bengali and many other predominant
languages in North India.
Now it is slowly creeping into South India.
If the same negligence from State government continues
then a day will come where we will lose all our
regional languages and will not have any hold on any

So to avoid such a dooms day lets celebrate

NEW DELHI: At a time when a language row is raging in Maharashtra, another linguistic discord has broken out — this one in Parliament over the inability of chemicals and fertilisers minister and DMK leader Alagiri to use any language save Tamil, his mother tongue.
As Lok Sabha on Tuesday witnessed a tussle between DMK and Opposition members protesting against Alagiri’s continued absence from the House because of his troubles with English and Hindi, the unfazed minister was preparing to strongly argue his case that he be allowed to speak in Tamil.
“It is my fundamental right to use my mother tongue in Parliament,” Alagiri told TOI, signalling his determination to stand firm. The minister, who had so far not responded to the invitation from Speaker Meira Kumar to discuss the issue, is now planning to meet her to argue why he should be allowed to use Tamil.

A Central Cabinet minister of India, who cannot speak in either English or Hindi is somewhat unqualified to be a Cabinet minister. Offcourse many Cabinet minsuets can be considered unqualified for various other reasons but get these positions due to political reasons. Pregnant UP woman beaten up, paraded naked
A group of locals thrashed a pregnant woman and paraded her naked through a village in Uttar Pradesh after she objected to encroachment on her land, police said on Monday.
The incident took place on Sunday evening at Karnawala village in Bijnor district, about 400 km from Lucknow.
Of the four people who were primarily behind the incident, two have been arrested, police said.
“In the incident, the woman suffered a miscarriage. She is undergoing treatment at a hospital,” police inspector Rajesh Kumar Gautam told reporters.
According to police, some residents of the village wanted to occupy a plot that belonged to the 25-year-old woman’s husband. They started to set up a makeshift establishment on the plot on Sunday.
When the woman, who was alone at home, protested, the encroachers barged into her residence. They hit her with wooden sticks, dragged her by the hair and stripped her, police added.
“Efforts are on to nab the other villagers involved in the incident,” said Guatam.

Cop kills cousin for land in UP
A policemen shot dead his cousin in full public view at a village council meeting in Uttar Pradesh, authorities said on Wednesday.
The council meeting was underway to sort out the land dispute between the two when Harendra Kumar, a constable with the Delhi Police, allegedly killed Rampal on Tuesday in Dhigna village of Baghpat district, some 400 km from Lucknow. Kumar is absconding.
“According to eyewitnesses, after noticing that the decision of the panchayat (village council) over the land dispute would go against him, Kumar stood up, took out a pistol and shot his cousin who died on the spot,” police inspector Mohan Shyam Saraswat told reporters.
“The incident created panic amongst those attending the panchayat. Later, Kumar managed to escape from the spot on his bike. A few days ago, Kumar had come to his native village Dhigna on leave,” he added.
Police have detained Kumar’s family members in an effort to ascertain his whereabouts.

In India’s most notoriously lawless state, Bihar, running for office and running to keep out of the way of the police are equally valuable skills for aspiring politicians.
Take Mohammad Shahabuddin, an MP of the state’s ruling Rastriya Janata Dal party, an ally of the Congress Party.
He is running his election campaign from a hospital-turned-prison in the dusty town of Siwan, the constituency he is defending.
Mr Shahabuddin has spent eight months in the makeshift prison awaiting trial.
Bihar police arrested him in connection with the kidnapping of a local rival party activist who is believed to have been killed.
Mr Shahabuddin is facing charges in more than 30 other cases of murder, bank robbery and kidnapping.
Feared and revered
Indian law does not allow those awaiting trial to vote but there is no bar on people fighting elections from jail if not yet convicted.
India’s Election Commission has ordered all candidates to clearly state in an affidavit the number of cases pending against them.
But in a state like Bihar, that may have little meaning.

In his constituency Mr Shahabuddin is both feared and revered.
His critics accuse him of abusing the state machinery for his own ends.
Hundreds of visitors come every day to seek an audience with Mr Shahabuddin.
Among them is a student who has walked miles to get Mr Shahabuddin’s view on his headmaster’s decision to bar him from taking his final exams.
“I want to ask Saheb (Sir) what he thinks of my case.”
Others sitting in the crowd nod in unison. As far as they are concerned, it is Mr Shahabuddin who runs Siwan.
When he sets rules, they are followed.
For example, doctors cannot charge patients more than a 50 rupee ($1.15) fee.
They should also provide consultations free of charge on national holidays.
Many doctors prefer to make money as private practitioners, so Mr Shahabuddin has now “instructed” them to turn up on time to perform their duties in government-run hospitals.
Mr Shahabuddin says his party workers are unhappy that he is not able to campaign himself, but is sure that that will not affect the outcome of polling.
“I will win because I have ensured development and law and order in my region,” he says.
He dismisses concerns about his alleged criminal background.
“I am not a criminal just because there are so many cases against me.”

Many of Mr Shahabuddin’s constituents believe his two rival candidates, from the Bharatiya Janata Party and the Communist Party of India Marxist-Leninist, pose no challenge to him.

There is almost no sign of the opposition campaigning in the constituency.
One villager, pleading that his identity should not be disclosed, said: “Do you want to get us hanged by telling you what we feel about elections here and who we would like to vote for?”

“We had only potholes in the name of a road here,” says 70-year-old doctor’s wife Asha Das.
“Colleges had closed because there was no money to run them. In hospitals, doctors never turned up on time and charged exorbitant fees. But now everything works.”

Mohammad Shahabuddin is far from being the only politician contesting power in Bihar from behind bars.
Several are facing charges in cases including murder and kidnapping.

Ironically, law and order is a key selling point for most of these candidates, along with development issues.
Brahmeshwar Singh has been in jail for two years facing charges involving the killing of lower caste Hindus.
He is accused of heading an upper caste private army in Bihar and prior to his capture had a reward of 500,000 rupees on his head.
He denies any wrongdoing and says he is a victim of the “criminal mentality of a corrupt state government”.
“I do not condone violence. I only tried to unite the people against extremist forces who were indulging in violence,” he told BBC News Online from his cell in the Ara central jail in Bihar.
“I am contesting [the election as an independent] to bring true justice to people. People know I can ensure peace.”
Analysts say the linkage of politics and crime in Bihar has much to do with the near total collapse of the state machinery.
Shaibal Gupta, of the Asian Development Research Institute, says Bihar is $5b in debt and cannot fund basic services.
Lawless elements then step in to control law and order, he says.
Mr Gupta says Bihar needs urgent action and a sense of indigenous identity.
“Unless that happens, Bihar is not going to see any critical change. Until you look towards the problem at the state level, identify yourself with the state rather than to your caste, I don’t think Bihar has any future.”
In Patna, Bihar’s state capital, a doctor who was kidnapped recently sums up the desperation of the people.
He is too scared to discuss the abduction, but says: “All we want here is to live in peace. Is it too much to ask?”

Incidents of atrocities on women in Bihar witnessed a rise in year 2008, especially in the cases related to abduction, dowry-related deaths, molestation, eve-teasing and rape, a Government report has said.
According to the figures compiled by the State police headquarters here, as many as 6,186 cases of atrocities (1,041 incidents related to rape, 1,494 kidnapping, 1,233 murder for dowry, 2,230 dowry harassment and 188 cases of eve-teasing and molestation) against women were registered across Bihar in 2008.

It seems Bihar is bent on keeping its “reputation” as the most criminalised state in India. Almost one dozen cases of train robberies have taken place in Bihar in the last two months in which the armed gangs of train robbers killed two passengers and seriously wounded eight others.
A businessman, who witnessed an armed robbery about two years ago in a New Delhi-bound as it was nearing Patna, the capital of Bihar, summed up the situation like this: “I always pray for my safety before I get into a train which passes through Bihar.”
So do thousands of other passengers, especially as the night falls. And, most regular passengers in Bihar-bound trains advise fellow travellers to pray for their safety till the train is out of Bihar.
Each day, over 800 trains pass through Bihar.
An officer of the Railway Police in Bihar was quoted by the media as saying that no passenger is safe in long-distance trains that pass through since armed robbers or dacoits could strike anywhere, anytime. Event the police are afraid of the robbers – they do escort duty on trains risking their life. The dacoits come in large gangs often, and the couple of policemen on duty are often powerless to do anything.
The police say that over half a dozen gangs regularly commit crimes on trains in Bihar.
As early as in 1985, the Railways Norms Committee had recommended that at least 8,000 policemen be recruited to guard the trains. However, today, 24 years later, just 3,149 constables have been deployed for the job. While some trains have just four or five armed policemen, most trains have no policemen at all on board.
Mamata Banerjee, Minister for Railway, has urged the Ministry of Home Affairs to deploy additional armed policemen on those trains that pass through Bihar that are vulnerable to robbery.
The Palamu Express has had the maximum number of armed robberies between 2004 and 2005, and hence the train is aptly nicknamed the ‘nightmare express.’
Records with the Railways and the Railway Police show that most crimes in trains passing through Bihar have occurred in the following routes and sections of the East Central Railway: Patna-Gaya, Mughalsarai-Jhajha, Danapur-Mughalsarai, Patna-Kiul, Gaya-Mughalsarai, Hajipur-Gorakhpur, and Barauni-Samastipur.

New Delhi: Crimes against the weakest sections of Indian society rose in 2007 for the third year running, with Uttar Pradesh topping the number of atrocities against Scheduled Caste (SC) and Schedule Tribe (ST) members, official data show. The “Crime in 2007″ report of the Central Government’s National Crime Record Bureau (NCRB) shows that 9,819 cases of atrocities against SC and ST members were reported in 2007 in the country, 2,113 of them in Uttar Pradesh. The cases were registered under the Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act of 1989.
The Bahujan Samaj Party, which was formed to combat such atrocities, came to power in Uttar Pradesh in May 2007. The report did not say if the change in government had brought about any change in the trend of atrocities.
It said there had been 8,581 cases of atrocities in 2006 and 8,497 in 2005. “The crime against SC/ST under the Act reported an increase of 14.4 per cent in 2007 compared to the previous year with Uttar Pradesh accounting for 21.5 per cent,” the report pointed out.
Reacting to the NCRB report, Union Minister of State for Home Affairs Shakeel Ahmad said: “Dalits are being used by political parties in Uttar Pradesh for votes. The State Government does not have any welfare agenda for the weaker sections of society. In fact, the atrocities have increased against every section of society.” Dalits is an umbrella term often used for members of both SCs and STs.
“The people in the government are themselves involved in crime against every section of society. The recent case of murder of an engineer by a Bahujan Samaj Party legislator shows this very clearly,” Ahmad said.

Allahabad / Lucknow / Phulpur: Phulpur, a small town about 45km from Allahabad, stands at the edge of what Uttar Pradesh (UP) was, and what it could one day become. It is 5km from a new highway being built to connect Kolkata and New Delhi, and a fertilizer plant has created some good jobs. But the road to Phulpur has been under construction for several years and is little more than a bed of loose rocks.
Phulpur is certainly not the unluckiest of all of UP’s small towns. Nor is infrastructure the most pressing of the state’s problems—although it does have a bearing on the state’s development indicators, which are pretty dismal. UP ranks among the bottom five states in literacy, and its impoverished residents have a life expectancy worse than that in sub-Saharan Africa.
The state’s real problem, however, is crime. The state is India’s most violent, and accounts for around 24% of all violent crimes reported according to the National Crime Records Bureau, a department of the Union home ministry (the state accounts for 16% of India’s population). As the rest of the country moved ahead, UP languished, unable to generate any significant economic growth.

They were later forcibly stripped and paraded through the village,’ Sandesh Khari, a villager, told reporters in Bulandshahr.
According to villagers, Singh was having a love affair with the 21-year-old daughter of Anand Kumar, also a resident of Kalyanpur, for over one year. Since Anand Kumar was against the relationship, his daughter eloped with Singh last week. The couple have not returned to the village.

• On November 14 last year, 13-year-old Deepak Kumar, son of a railway employee, set out from home but never reached school. Police said he had run away but then the family got a ransom call. The family driver became the prime suspect and police detained his wife. On January 10, the remains of the boy were recovered from a forest in Jharkhand.
• When his son Lalu, 13, was offered a job in a vermilion factory in Delhi, Dolai Paswan of Kushiar in Araria was happy. He felt the boy’s income would help. After all, he and his wife had nine children. For over a year, the boy used to send money home. Then he stopped. The family was told that Lalu had run away. Dolai never lodged a case. He doesn’t even have a photograph of his son. “My son had gone with another boy. His father told me not to lodge a case. He said my son would return some day,” said Dolai.
If Mumbai is the “final destination” of children gone missing, Bihar is perhaps the starting point of that journey. For, it is here, in this poverty-stricken state, that the collapse of the law and order machinery has allowed crime to flourish as a cottage industry: kidnapping-for-ransom is rampant, flesh traders move freely and children from poor homes are packed off to cities as cheap labour where they work as domestic helps or, like Lalu Paswan, in small factories.

16 villagers shot dead over land dispute in Bihar
Sixteen people were shot dead by a group over what appears to be a land dispute at Amausi village in Bihar’s Khagaria district late on Thursday night. Sources said the victims were tied together and then shot at close range around 11 p.m. Six of the victims were between 13 and 18 years.
Official sources said other angles, including political conspiracy and naxal links, were being probed.
Deputy Chief Minister Sushil Kumar Modi told journalists after visiting the spot: “The victims belonged to Acchiari village and had been living in makeshift hutments on the land. They used to cultivate on land at Amausi village. It was primarily a dispute between two factions on control over 300 bighas of land,” he said.

Savage goons loot and murder train passengers in Bihar
PATNA – About a dozen armed robbers looted cash and valuables worth Rs. one lakh from passengers on a train in Bihar’s Lakhisarai district, about 160 km from here, police said Friday. This was the second train robbery in the state within two days.
The robbers looted over two dozen passengers travelling between Kiul and Jhajha on the Ananya express train. They also fired shots in the air, injuring two passengers. The injured passengers were admitted to the railway hospital in Kiul for treatment.
Passengers who were looted lodged a complaint at Kiul railway station, 110 km from here.
“Armed criminals boarded the train at Jhajha railway station and looted cash and valuables at gun point from passengers,” a police officer said.
Train robberies have become quite common in Bihar. Armed robbers looted dozens of passengers on the Janseva express in Saharsa district Wednesday night. In August, a passenger was shot dead by a gang of five armed men while a dozen handicapped passengers were looted two months ago on another train.

PATNA – Armed criminals looted nearly a dozen handicapped passengers, and shot and injured one of them in the Danapur-Howrah express train in Bihar late Saturday night, police said Sunday.
The robbers shot and injured Vishwakarma Sharma, a school teacher before looting the other handicapped passengers on the train late Saturday night between Karauta and Bhakhtiyarpur stations near Patna.
“Soon after the train left Patna station, a dozen armed men, mostly youths, pretending to be passengers, boarded the special bogie for the handicapped at Khusrupur station and looted passengers at gun point,” police said.
Sharma was admitted to a hospital in Patna, where the doctors described his condition as stable, police said.
No arrests have been made till late Sunday evening.
Train robberies are quite common in Bihar. Last month, a passenger in the Kamla-Ganga intercity express train was shot dead by a gang of five armed criminals at Kanhiyapur halt near Barh railway station.
Khusrupur station also is near Barh, 122 km from Patna.
Criminal Bihari savages murder railway gangman in Bihar
PATNA – A railway employee was killed and 10 others were injured when an armed gang looted cash and valuables from passengers of Jhajha-Patna local train in Bihar’s Jamui district on early Sunday.
The incident took place in the East Central Railway zone.
According to police sources, armed robbers boarded the train at Jamui and went on a looting spree.
The robbers snatched cellular phones, cash and other valuables worth around Rs 1 lakh from the passengers, police sources added.
The railway gangman, Mukesh Mandal, was shot at when he tried to resist looters near Mahesh Leta station.
Mandal, who sustained serious wounds, died on the way to a hospital at Jamui, sources said.
At least 10 passengers were wounded in a stampede, which was created due to the fire by the robbers.
The robbers managed to escape after pulling the chain of the train near Mahesh Leta station.
The Railway Police and the Bihar state Police are conducting search operation in the area for the robbers. (ANI)

PATNA, India — A 12-year old Indian snack vendor had to have his leg amputated after railway police threw him out of a moving train when he failed to pay them 10 rupees (20 cents) as a bribe, officials said Friday.
Mohammed Shahabuddin’s left leg was almost severed and had to be amputated below the knee, said N.K. Mishra, a surgeon at a state-run hospital in Muzaffarpur in eastern Bihar state.
Railway police guards were patrolling the train near Muzaffarpur on Thursday when they asked Mohammed for 10 rupees for permission to sell snacks there.
The boy offered the policemen five rupees, which was all the money he had, but they threw him out of the train, said Amit Lodha, a railway police superintendent.
Efforts were on to identify the policemen, Lodha said.
Police were also investigating allegations that the policemen roughed up passengers who tried to intervene.
Mohammed was in a hospital Friday, where doctors described his condition as stable.
Bihar is known as India’s most lawless state, and corruption is rampant among government employees.
Muzaffarpur is about 80 kilometers (50 miles) north of Patna, Bihar’s capital.

GREATER NOIDA – A railway passenger was attacked by robbers who set him ablaze for refusing to part with his money and valuables and then threw him out of the train, the police said Wednesday.
The critically injured passenger was taken to the Safdarjung Hospital in Delhi with 40 percent burns.
The incident occurred at the Dadri railway station in Greater Noida.
According to railway police, Mohammed Rafique Ansari of Jharkhand was travelling in a Howrah bound train when he was attacked by the robbers between Ghaziabad and Dadri and made to part with his money – Rs.6,500 – and other belongings.
When he resisted, the robbers set him afire and threw him out of the train at the Dadri railway station. The attackers fled the spot.
Ansari remained unattended for about an hour at the railway station. An anonymous caller informed the police, who rushed Ansari to a government hospital.

Lucknow, Nov 24 (IANS) The bodies of two children were found in a jungle area on the outskirts of the state capital Tuesday, police said.
The incident was reported from Gaura village of the Mohanlalganj locality on the outskirts of Lucknow Tuesday evening.
‘Thirteen-year-old Preeti and her five-year-old brother Rahul went into the jungles to pick wood in the afternoon. However, when they did not return their parents started searching for them,’ Additional Superintendent of Police S.K. Tiwari told IANS.
The bodies of the kids were recovered from the jungles later Tuesday evening.
‘The bodies bore severe injury marks and it appears they were hit a number of times by a sharp weapon like an axe. The bodies are being sent for post-mortem examination and we are making efforts to gather all possible clues,’ Tiwari added.
‘Raju, the father of the deceased, is a plumber by profession and he has denied having any kind of enmity with anyone,’ he added.

LUCKNOW: In a daring Bollywood-style shooting, masked assailants barged into the surgical ward of Chattrapati University (CSMMU) here late on Thursday night, opened fire on a murder accused
undergoing treatment for bullet injuries, and walked away almost unchallenged.
The victim, who was undergoing treatment for bullet injuries sustained in an earlier attack, took a bullet in his neck and was immediately operated upon by a team of trauma surgeons. His condition was stated to be critical on Friday.
The incident is second of its type in Uttar Pradesh in the last 40 days. On October 15, three gunmen had stormed the private ward of Swami Nand Lal Hospital at Shalimar Garden, shot dead a patient and escaped unchallenged. The victim, Amit Shrama, suffered six gunshot wounds — four in the chest and one each in the neck and right arm.
A CSMMU staffer who was on the scene of crime on Thursday, told TOI, “Patients and their attendants took some time to understand the situation, but as soon as they saw the two assailants with handguns, they ran for cover raising an alarm for help. However, the two assailants did not panic and walked out of the ward coolly.”
Uttar Pradesh tops in crimes against women: minister
New Delhi, Dec 12 (IANS) The national capital is second only to Uttar Pradesh in crime against women cases, Women and Child Development Minister Renuka Chowdhury informed the Lok Sabha Friday. Renuka Chowdhury, citing data provided by the National Commission for Women (NCW), said the total number of such cases in Delhi in 2008 stood at 724.
The NCW put the total number of cases, including rape, torture for dowry and harassment against women, in Uttar Pradesh at 2,381. It is the highest in the country in 2008.
Chowdhury told the Lok Sabha Friday that there has been an increase in the number of cases of crime against women over the last three years in the country.

Patna, June 14 (ANI): A Government report suggesting rise in the number of atrocities against women being on the rise in Bihar last year, could be a setback to the State Chief Minister Nitish Kumar’s initiatives for women welfare in the State.
Incidents of atrocities on women in Bihar witnessed a rise in year 2008, especially in the cases related to abduction, dowry-related deaths, molestation, eve-teasing and rape, a Government report has said.
According to the figures compiled by the State police headquarters here, as many as 6,186 cases of atrocities (1,041 incidents related to rape, 1,494 kidnapping, 1,233 murder for dowry, 2,230 dowry harassment and 188 cases of eve-teasing and molestation) against women were registered across Bihar in 2008.

The mob of angry migrants set ablaze several vehicles, including two buses, trucks, cars and scooters, near the industrial focal point area of Punjab’s biggest city. Eyewitnesses said at least 25 vehicles were set on fire.
The Ludhiana-Delhi National Highway No.1 (NH-1) stretch between Sherpur locality here and Sahnewal town was blocked due to the violence. The busy stretch of the highway saw huge traffic jams on both sides. Police and district authorities tried to divert traffic through other smaller roads which soon got choked.
Railway traffic was also affected as nearly six trains were held up at various stations due to violence and blockade on railway tracks by the mob in Ludhiana. Railway officials said trains were stopped at Ludhiana, Ambala and other stations. They added that trains were being diverted to other stations.

Law official beaten to death by savage goons in lawless Bihar

PATNA – A law official was beaten to death Tuesday by his neighbours in Bihar’s Chapra town after a dispute over a leaky stove turned violent, police said. Five people have been arrested for the crime.
Harinder Prasad Sharma, who is an additional public prosecutor in Chapra district civil court, was beaten to death by his neighbours when he complained of smoke from a stove in their house. A heated exchange of words on the issue turned violent and led to Sharma’s death.
“My father was beaten to death by the neighbours when he protested against unbearable smoke from a stove in their house,” Sharma’s son said.
Police have arrested five people and begun investigations.

According to police, the three men shot at a businessman and looted Rs.2 lakh from him.
“After the shooting, they were trying to escape, but the villagers caught them,” the official said.
The businessman was admitted to a local hospital for treatment.
In rural areas of Bihar, cases of mob lynching are becoming increasingly common.
An irate mob lynched a train robber and left three others seriously injured near Pirpainti railway station in Bhagalpur district Tuesday when the men tried to escape after looting passengers of Malda-Bhagalpur Intercity Express.

New Delhi: A Delhi court today reprimanded Uttar Pradesh Jail authorities for failing to produce independent MLA Mukhtar Ansari before it and issued a fresh production warrant against him in a case registered under the stringent law against organised crime MCOCA.
Additional sessions judge Madhu Jain took a serious view of a UP police constable producing a report on behalf of the jail authorities stating that the accused could not be produced due to his gastro-enteritis problem.
The court warned the constable, who represented the Ghazipur jail, where Ansari is lodged at present, of strict action for submitting the report without being properly forwarded by the authorities concerned.
“If the accused is not produced on next date of hearing, none other than the Jail Superintendent and Jail doctor should appear before the court to intimate it,” ASJ Jain said, issuing a fresh warrant against Ansari for November 23.
The court had on November nine issued a production warrant for today on an application submitted by the Delhi police alleging Ansari, who had unsuccessfully contested last Lok Sabha elections in Varanasi constituency against BJP leader MM Joshi, was running an organised crime syndicate with Munna Bajrangi in the national capital.
Ansari, a legislator from Mau in UP, is now in jail in connection with the murder BJP MLA Krishnanand Rai in 2005. Delhi police had invoked MCOCA (Maharashtra Control of Organised Crime Act) against Bajrangi and Ansari.
Bajrangi, whose real name is Prem Prakash Singh, was arrested from Mumbai by a joint team of the Delhi Police and Uttar Pradesh Police on October 29. The police invoked charges against Bajrangi, who hails from Jaunpur district in Uttar Pradesh, under MCOCA for allegedly running a crime syndicate and took him into their custodial from the court till December seven.
According to the police, Bajrangi is allegedly involved in more than 10 murder cases across the country, including that of Krishnanand Rai in 2005. Ansari is wanted in a MCOCA case for being associated with Bajrangi to run the organised crime syndicate.
